Windows 10
I have this strange problem, Windows hello facial recognition is not working when restarting or booting after shutdown and I have to enter the pin. I get the "something went wrong" message and if I wait a few seconds then it is working fine. It seems like the biometric serivce is delaying to start. On the other hand if I lock the pc or wake it up from sleep, facial recognition is working fine.
I have tried sfc /scannow, DISM /Online /Cleanup-Image /RestoreHealth, even repair install windows, reinstalling drivers, selective startup, uninstalling antivirus but nothing helped.
Here are some screenshots when booting:

You can use Windows Recovery Environment to remove the NGC folder and reset your Windows 11 PIN login password.

Execute following command to delete NGC folder.

Code:
Rd /s /q c:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC

I tried those options. Everything is up to date. Going off insider build is not an option at the moment but it crossed my mind that this could be the cause off the problem,

I've already tried that but I will give it another shot.

edit: tried the NGC trick again but the problem persists.

Someone has the same problem posted on 26-3-2026 on microsoft forums. So maybe it's a problem caused by an update.

If you reset tpm, it is recommended to do it in from within windows rather than from uefi bios.

Now with Fast Startup On and shutdown and power on again is working,
With Fast Startup Off and shutdown and power on again is not working,
With Restart is not working in any case.
I guess I will leave fast startup on.
