Windows silently refusing to run a downloaded exe

In the past trying to run a downloaded exe raised a warning message box that gave the option to run the exe anyway.

Now it simply fails to execute with no message at all.

Yes, going to Properties and selecting Unblock allows it to run.

It should at least issue a warning saying that you need to unblock it.

Well actually it just annoys users who are trying to install my application (freeware) who download the installer and when it fails to run, come to me saying why doesn't your installer work.
