Solved 22H2 "Not Applicable To This Computer"

Hi folks,

So, my laptop is currently running W11 Home (version 21H2, Build 22000.1219) - see below.

I thought I would install the 22H2 update but Windows Update says it is fully updated so I downloaded the .msu from a link in another thread on here. When I run it I get the following message:

As far as I can tell (according to the MS web site) the computer meets all of the hardware and security requirements so there should be no reason the update won't install. TMP2 is installed and activated.

Does anyone have any suggestions as to what the problem might be?

As far as I know, there is no 21H2 to 22H2 .msu file.
I think you tried to install a 22H2 "update", on 21H2, which "would" show as "not applicable".

You can only get 22H2 from Windows Update or by doing an In-Place Upgrade.






Upgrade to 22H2...



Probably the easiest way (other than waiting on Windows Updates), to upgrade to 22H2 is this.
Use Option #2 (this link), to get the 22H2 ISO image, save it to your desktop.

Here is the short version of the In-Place Upgrade tutorial...

DISABLE non-Microsoft:
a) antivirus software
b) firewall software
c) drive encryption software

Make a full OS backup with a program like Macrium Reflect (free)
Macrium Software | Macrium Reflect Free


Right click the ISO image and choose: MOUNT
Open File Explorer and you will see a new drive letter. It will "look" like a DVD optical drive.
Double click the new drive letter to open it.
Find setup.exe and double click it to start the in-place upgrade.
Choose the Keep personal files and apps option.

After it's all done... to UNmount the ISO image, right click the new drive letter and choose: EJECT.
The ONLY thing you will lose is some of your personalizations. Your programs and data will be intact.

After you've upgraded to Windows 11 22H2, run Windows Updates to get the latest version.
When that's done, make a fresh backup.

The minimum requirement to install the KB5015669 Enablement Package is Windows 11 build 22621.290 or later installed.

We have got so used to Windows 10 and its minor feature updates by Enablement package that we expect them all to be like that from now on. No, you cannot update your 21H2 to 22H2 just by installing a few updates.

22H2 is a full Feature Update that requires downloading some 2-3GB of new files to replace your existing system files, which will be placed in a Windows.old folder. MS say it will be a phased rollout so not everyone will see it offered at first, even if you meet all the specs. Then there are safeguard holds that MS put on rolling out to a few machines with known hardware/software compatibility issues.

When your machine is deemed ready you should see 22H2 offered as an optional update in Windows Update.

The alternative to waiting is to upgrade it yourself now, either using the Windows 11 Installation Assistant, or by downloading the 22H2 ISO and using it to do an in-place upgrade. Note that either method will bypass any safeguard holds MS may have in place.

    UPDATE - 11 April 2026: due to lid hinges starting to break up this laptop has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    Info for 2021-2026:
    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

I didn't notice anything earth shattering added by 22h2 besides adding Home instead of quick access and added home even though quick access was removed
And they added some silly video clip app
Otherwise just undid some of my preferences as usual

Think all these updates are just used to reset everyone's telemetry settings to default. as some sort of needed update.

The restoration of click and drag to the Taskbar.

Those last two I used a lot in Win10 and was annoyed that they got left out in 21H2.

Drag and drop I've never noticed it was messed up but most the time I just right click if I want something pinned to taskbar after it's opened.

From what @Bree said, it is confusing when writing Version Upgrade or Build Update as the Builds applied to specific Versions. Now that we get only one Version Upgrade yearly, such as from Version 21H2 to Version 22H2, instead of twice yearly, the Build thing should be simpler in not getting the error messages of "Not applicable".

That would be the safest option, in case there are any blocking issues for your particular device. If so it will not be offered until Microsoft and their OEM partners have resolved them. You may see it offered if you click on Check for Updates.

    UPDATE - 11 April 2026: due to lid hinges starting to break up this laptop has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    Info for 2021-2026:
    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    My SYSTEM FIVE is a Dell Latitude 3190 2-in-1, Pentium Silver N5030, 8GB RAM, 1TB NVMe ssd, supported device running Windows 11 Pro, plus Insider Beta, Experimental 263xx and 29xxx builds (and a few others) as a native boot .vhdx.

    My SYSTEM SIX is a Dell Latitude 5550, Core Ultra 7 165H, 64GB RAM, 1TB NVMe SSD, supported device, Windows 11 Pro, Hyper-V host machine. Updated to 25H2 on 30th September 2025.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, 1920x1080 touchscreen, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine. As its new home has an existing digital licence for Pro I've been able to upgrade the migrated OS from Home to Pro.
