I would re-seat the RAM. I've seen RAM that wasn't well seated, cause black screens.

Still assembled, still runs. Haven't turned it on for 13 years?
Try the basics first, make sure you have plugged the HDMI/ DP/ VGA cable into the correct display port (either CPU if using integrated or GPU if using dedicated), try different slot for dedicated GPU if available.
Check all power and data cables are correctly seated.
Is the display powered on? Try a different display/ display port on display device, and/ or different display cable/ cable type.

I had a similar issue and it turned out that a pin(s) were bent on the processor. If you have just the right ones that are bent in an APU as you have it will cause a blank scree

Just a quick thought.

Trial and error steps can be performed to see if it makes a difference.

For example try new and old drivers.

Try clean boot with new and old drivers.

Try uninstalling any of these non-Microsoft software:
a) antivirus
b) firewall
c) drive encryption

Make a free backup image using Macrium.

Clean install Windows 11 > see if it makes a difference
