Can't add my Gmail account to Outlook. What am I doing wrong?

As the topic states. This worked fine on my old Windows 10 machine. I already have both POP and IMAP enabled in my Gmail account settings, but when I add the account, it just gets stuck on 'creating account'. Is this a known issue, or am I doing something wrong?

It may be because as of 5/30 Google stopped letting users use less secure apps for gmail and began attritioning users gradually.They stopped me from getting mine in my email application on 6/15 so I started using webmail. Less secure apps & your Google Account - Google Account Help

Which version of Outlook are you using? I just helped 2 of my customers with Outlook 2016 and Gmail. But you do have to turn on two factor authentication and they really want you to use imap instead of pop3 mail.

2 factor and OAuth 2.0 authentication required for new setups as in on a different PC or after a reinstall.
Gmail works fine with Thunderbird here after changing to OAuth 2, I changed it at least a year ago when Gmail first started warning us about it. Not sure if Pop3 even still works as never used it, always used imap.

For the customer (husband/wife with 2 separate laptops), they were both using Office 2016. Both computers were set up using imap. The husband wanted pop3 mail instead, but the wife didn't care, just make it work. After setting up the wife's gmail account with 2 factor authentication, it started working again. The husband's laptop did not work, even with imap. I had to dump everything Outlook in his laptop and start over. By dumping, I deleted the outlook profile. For the pop3 request, I also had to create an app password in gmail. Once all this was completed, Outlook 2016 started working with gmail and with a pop3 setup.

2x on 2 factor authentication. Once it is turned on you can get a password for the app if needed, if 2factor is not turned on there is no option for an app password.
