Howdy, old friend, your title says you want to PIN a shortcut to the desktop. You don't do that. You can create a shortcut on the desktop, you can move a shortcut to the desktop, and you can copy a shortcut to the desktop, but ya can't PIN it to the desktop.
So, on to your challenge:
To get a shortcut to a Website on your desktop (which is what your PDF deals with), let's do this: While you're here on ElevenForum, in Google Chrome, click the three dots just under the X in the upper right-hand corner of your screen, and from the menu, put your pointer over Save and share (don't click it; just hover over it) and you'll see a panel on the left that has Create shortcut... in it. Click that and you'll see a panel high on your screen that says Create shortcut? There's a filled-in blank with the name of the site in it. You cam edit that to anything you want to call the shortcut. Or leave it as is. Now click Create, and you'll have a shortcut on your desktop, and if you right-click that, you'll see Pin to taskbar. Done.
