I believe that means that those files/apps are synced with OneDrive.

You have my sympathies. I've been trying to get rid of OneDrive for a week now.

Just go to startup settings and disable one drive to prevent it from starting every boot up.

In any case, there may be a different, more benign OneDrive issue in this thread, the OP @ScrappyWriter73 may only be bothered by the appearance of the clouds at his icons, at least he said nothing more.

I thought I did too. No such luck. It came back with an update and messed up all of my Quick Access folders.

I don't have OneDrive installed right now, but if you look in the System Tray (bottom right by the clock) you should see an icon for OneDrive if it's running. (May be hidden under an arrow, pending on settings).

Anyway, right-click that icon and you should find Settings or Preferences (something to that effect). In the settings, you should be able to customize the folders that are synced, turn off the Desktop folder and it will remove them from your OneDrive. (Obviously, remove other folders you don't want as well.)

I have moved my Desktop folder to my Users folder now

I haven't tried but you should be able to uninstall OneDrive from Settings, Applications, Installed Applications, if you don't use it.
