It even makes more sense to ask them since he's in a different country. I have no idea what things cost in "another country", especially since we don't know what "other country" this is. I don't even know what things cost at a computer repair shop in this country, but the horror stories I've heard from people that have used various repair services is enough to convince me to avoid them like the plague!

It's positively frightening to me that folks nowadays are afraid of tackling even simple mechanical tasks, how do you do simple stuff like common repairs around the house?

Any spark you get from the 12v batteries is not going to be fatal, AAMOF, it's extremely unlikely to do anything other than cause a brief flash. The 24V when them in series might be able to give you a slight tickle if you grab the two terminals. Think about the sparks you get when pulling the plug for a common household appliance, but nobody seems to be worried about those sparks. I can assure you that the 120VAC (or even more so the 240VAC in other countries) is a lot more dangerous than the battery voltage in a UPS system!

I'm still struggling with why a simple task like this can't be done at home.

When I changed my UPS batteries the positive side of the batteries had a rubber shield to help prevent unwanted contact so the chance of a spark or shock is at a minimum. Even though you are right about it being easy to replace the battery(ies), if they don't feel comfortable about doing it, it may be best for them to get someone else to do it.

Maybe, but it's frequently useful to venture outside your comfort zone and find out that you're actually more capable than you think you are.
