Desktop icons with white overlay

Hello!
I am in need of expert advice again.

My home screen icons have changed and now have a white overlay as shown in the attachment.
I have tried several of the online remedies such as deleting the icon cache and having it rebuilt without success.

I know it's basic but have you restarted/rebooted your system recently?
If so have you tried -from Run or Command Prompt-

ie4uinit.exe -show <enter>

try holding down the CTRL key and slowly turn the mouse wheel either way and see if (while the icons are changing size) that the white overlay disappears. that sometimes fixes it.

Yep, rebooted, and no effect running the command.

Yes, several utilities recently. I will uninstall one at a time and see if one is the culprit.

Open a Command Prompt with Admin privileges. Type sfc /scannow and press enter. Reboot the computer. Let us know.

That's too bad, it's a nice fixer-upper for Windows. If you have a System Restore point that exists before this all started then take your System back in time to a day or two before you noticed this problem. Or, if you backup your system regularly, use a System Image Backup that you made "before" this icon problem. Good luck!

Yes, that is probably what I will end up doing. I just want to see if there is a fix and what caused it.
