There is no obvious reason why your Win11 should not activate. The PC has an existing digital licence for Windows 10/11 Pro, you have installed the correct edition to match the digital licence (Pro), and it has the correct generic Pro key ending in 3V66T.

It may be simpler just to wipe this install and start over with another clean install of Windows 11 Pro.

When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. Bit reluctant as will have to reinstall all the applications again. Was rather hoping i would get the option to do the telephone activation option but dont get that. slui 4 does not give any results either.

You could try an in-place repair install, that keeps all files and installed apps.

Might be only left option then.
My cpu is a Intel 7xxx series . Got tpm and secure boit. Would the unsupported Cpu stop activation?
If not would the repair option pick up the non supported cpu?

No. I have W11 running and activated with a digital licence on a laptop with no TPM 2.0 or secure boot and a 1st gen i5. It's System Two in My Computers below.

Weird one that. I've loads of W11 installs with a digital license on the same PC as a W10 system. All activated properly. I'm using some vhdx files but that's not necessary.

If you find the cause / fix the problem please post. While the machine I'm using has a TPM it's an old Gen 6 CPU (i5) and I'm not using secure boot - merely UEFI.

I assume your boot disk is GPT -- W10 of course can boot as standard from MBR (BIOS) disk.

Yes it is for Windows 10, but Windows 11 is basically the same.

Sometimes it is a problem on Microsoft's end, too, and it clears up in a few hours or days.

Attempting repair option but get message below. I have renamed appraissers.dll file and created new file with 0kb.

It really seems like your Windows 11 installation is corrupted. You might want to download a new ISO file from Microsoft and do a clean install.

What procedure would you recommend? Shall i format the partition currently holding Win 11 and then boot to the USB drive and do a reinstall as before on formatted partition. Is it best to leave ethernet unplugged until upgrade complete?

I would clone the W10 drive to new partition or vhdx, create a boot entry and upgrade 2nd installation.

Microsoft must not like you for some reason because dozens of us on tenforums and elevenforum dual and multi boot different versions of windows 10/11 with no activation issues.
