Windows cannot access the file C:\Program Files\WindowsApps\Microsoft.WindowsStore_22107.1401.4.0_neutral_split.scale-100_8wekyb3d8bbwe\resources.pri for one of the following reasons: there is a problem with the network connection, the disk that the file is stored on, or the storage drivers installed on this computer; or the disk is missing. Windows closed the program Windows Explorer because of this error.

Program: Windows Explorer
File: C:\Program Files\WindowsApps\Microsoft.WindowsStore_22107.1401.4.0_neutral_split.scale-100_8wekyb3d8bbwe\resources.pri

The error value is listed in the Additional Data section.
User Action
1. Open the file again. This situation might be a temporary problem that corrects itself when the program runs again.
2. If the file still cannot be accessed and
    - It is on the network, your network administrator should verify that there is not a problem with the network and that the server can be contacted.
    - It is on a removable disk, for example, a floppy disk or CD-ROM, verify that the disk is fully inserted into the computer.
3. Check and repair the file system by running CHKDSK. To run CHKDSK, click Start, click Run, type CMD, and then click OK. At the command prompt, type CHKDSK /F, and then press ENTER.
4. If the problem persists, restore the file from a backup copy.
5. Determine whether other files on the same disk can be opened. If not, the disk might be damaged. If it is a hard disk, contact your administrator or computer hardware vendor for further assistance.

Additional Data
Error value: C0000242
Disk type: 3

I already did a sfc/scannow and dism online cleanup-image restorehealth, Repair, Reset and Reinstalled the Windows Store, and a CHDSK /F, but it's still happening. Has anyone experienced a similar issue?

Can you run the Photos app? when searching for Microsoft.WindowsStore_22107.1401.4.0_neutral_split.scale-100_8wekyb3d8bbwe I found this online: Activation of app Microsoft.Windows.Photos_8wekyb3d8bbwe!App failed with error: The remote procedure call failed. See the Microsoft-Windows-TWinUI/Operational log for additional information.

The reply from Ender315 has a long list of steps to follow, and although it is in relation to other apps (Photos and Calc) not working, it might actually help you since the error is the same except with the different version number in the middle (yours has 22107.1401.4.0 and the post has 11602.1.26.0.

Although the very last post in that thread also says something about an unknown user account (which I doubt).

I can run the Photos app.
The problem seems to be that the C:\Program Files\WindowsApps\Microsoft.WindowsStore_22107.1401.4.0_neutral_split.scale-100_8wekyb3d8bbwe\resources.pri got corrupted somehow. I tried opening it with Notepad++ and it wouldn't open and when I tried to copy it to the Desktop I got this error the specified buffer contains ill-formed data.
I can open and copy the same file that exists on the Microsoft.WindowsStore_22107.1401.4.0_neutral_split.scale-125_8wekyb3d8bbwe folder

So nothing in that long post could apply? Darn.

Not sure why it is corrupted on your end.

Maybe check and see if there is an update for the Windows Store that might fix it?

Did you update to 11 from 10 or did you do a clean instillation? Just a stab in the dark but somehow files got corrupted and I would do a clean instillation. When I did an upgrade to 11 from 10 odd things happened and when I did a clean instillation everything was fine and just worked.

I don't think that'll work. It crashes when trying to show the new Windows 11 context menu. The old context menu works fine by using Shift+F10

As long as the version is at the same or newer, it won't cause issues because you will be upgraded to it anyways automatically, that's why you do the manual command at the end to install it into the system.

I got this error. I only copied the 22107.1401.6.0 related folders and not the 22107.1401.4.0 folders. The split.scale-100 folder was not present among the folders you provided. I'm guessing it has to do with the machine's dpi scaling.

I also tried the new build that came out today, but it didn't fix it. Weirdly, another account on the PC doesn't have the issue.

It seems like it was caused by this file system error that was corrected by using CHKDSK:

Code:
A corruption was found in a file system index structure. The file reference number is 0x12000000118ba3. The name of the file is "\Program Files\WindowsApps\Microsoft.WindowsStore_22107.1401.4.0_neutral_split.scale-100_8wekyb3d8bbwe". The corrupted index attribute is ":$I30:$INDEX_ALLOCATION".

Can someone upload the resources.pri file in the folder Microsoft.WindowsStore_22107.1401.4.0_neutral_split.scale-100_8wekyb3d8bbwe?

In the mean time I'll try installing Windows 11 on a VM and copying the file from there.

I got this error. I only copied the 22107.1401.6.0 related folders and not the 22107.1401.4.0 folders. The split.scale-100 folder was not present among the folders you provided. I'm guessing it has to do with the machine's dpi scaling.

You have to copy everything as it depends on the older versions for some reason. Never realize that the folders were not the same, oh well. Store itself doesn't come with Windows 11 which was why some people had the Win10 versions. Are you able to open Windows store at all? If you can, then just update it from there.

I managed to fix it. I downloaded the Store .msixbundle file using Microsoft Store - Generation Project (v1.2.1) [by @rgadguard & mkuba50]

Then I uninstalled the Windows Store with this Powershell command: Get-AppxPackage *windowsstore* | Remove-AppxPackage
And installed it with this one: Add-AppxPackage Microsoft.WindowsStore_22107.1401.4.0_neutral_~_8wekyb3d8bbwe.Msixbundle

Now it doesn't crash when right clicking files on the explorer
