Did a Preview Quality Update (26220.7262) today, now I noticed that in File Explorer the Details Pane flashes white whenever I switch from page to page. Anyone else noticed this also?

That is a Dev & Beta channel version, there is a Windows Insider section for you.
The vast majority of users will not be on that version.
