Fingerprint sign-in method setup fails

I'm keeping the built-in admin account enabled just in case and I want to add the finger scanning sign-in option. Currently PIN method is used. Anytime I try to set up the finger scanning it says error. I tried uninstalling the driver and updating it. No effect.

Try cleaning the sensor, don't press too hard or you will "squish" your print and make it harder for the sensor to process, some readers need you to apply your print several times to get a usable result.
Other than that some sensors are just bad. Try looking up your system on the manufacturers forums if they exist, maybe it is a common issue that has some workarounds listed.

The thing is it works ok in my local user account. My guess it is somehow disabled/not allowed in admin account.
