Get ready for Windows 11 version 25H2 - Enablement Package and ISO downloads available

UPDATE 9/30:

 Windows IT Pro Blog:

How easy is it to move to Windows 11, version 25H2? As easy as a quick restart if you're on version 24H2! Today, Windows 11, version 25H2 became available to the Windows Insider community, in advance of broader availability planned for the second half of 2025. Get ready for a reset of the 36-month support lifecycle for Enterprise and Education editions and the 24-month lifecycle for Pro, Pro Education, and Pro for Workstation editions!

As easy as restarting: The benefits of the shared servicing branch

Over the years, you've experienced regular optimizations to the development and servicing of each version of Windows. Your installations are faster, and your experiences are more seamless. That's because combined servicing stack updates (SSUs) with latest cumulative updates (LCUs) have reduced package size by 40%.

One of the most significant improvements that make these benefits possible is the Windows shared servicing branch. This capability applies the same technology used for the monthly update process to the annual feature updates. For you, it's a familiar, fast, and reliable update experience.

This process is called "feature updates via servicing," and the updates are implemented through enablement packages (eKB). An eKB is an update package that helps update a device to the next version of Windows with a single restart that reduces downtime.

Note: Not all Windows versions share the same servicing branch. The first update that used this process was from Windows 10, version 1903 to Windows 10, version 1909. To learn more, download and read the whitepaper Windows updates and the shared servicing model.

Moving from Windows 11, version 24H2 to version 25H2

Windows 11, version 24H2 and version 25H2 use a shared servicing branch. Here's what this means for your update experience.

New features we develop for Windows 11, version 25H2 are part of the version 24H2 branch. When the new code is complete, we include it in the monthly LCUs for Windows 11, version 24H2 in a Disabled state. Think of it as having the new feature code slowly staged on devices running version 24H2—yet another reason to stay up to date with monthly Windows updates!

The code remains disabled on the device until it receives the eKB. The eKB changes flags in the staged code from Disabled to Enabled. When you restart the device, the new features become enabled, and you're officially on Windows 11, version 25H2!

A flowchart illustrating the stages of an update from Windows 11, version 24H2 to version 25H2.

A flowchart illustrating an update from Windows 11, version 24H2 to version 25H2.

To confirm that the update took place, check your version and OS build number in Windows Settings > System > About.

Windows 11, version 24H2 and version 25H2 share the same source code, with only the additional features turned on. Therefore, there should be no impact on compatibility between the two. This doesn't mean that you shouldn't test, but you can focus your tests on the new features rather than a full complement of OS, application, or device compatibilities.

Moving from earlier versions to Windows 11, version 25H2

Since versions earlier than Windows 11, version 24H2 do not share the same servicing branch as Windows, version 25H2, the simple update via an eKB isn't possible. The normal feature update process is the best option. Use Windows Update or Windows Autopatch.

For Windows 10 devices or for new Windows 11 devices that you're deploying, first upgrade them to Windows 11, version 24H2 to make the transition to version 25H2 as simple and quick as possible when it's available.

Stay protected and productive with Windows 11, version 25H2

Whichever way you get to Windows 11, version 25H2, devices will benefit from a fresh support lifecycle, which begins on the date of its general availability:

Windows 11 EditionLifecycle
Windows 11 Enterprise
Windows 11 Enterprise multi-session
Windows 11 Education
Windows 11 IoT Enterprise
36 months from release date

Gave Dell touch screen with Windows 11 to daughter and got me an OTVOC. Being a PC builder I own many desktop PCs as well. I am a father of five providing PCs, laptops, and tablets for all my family, most of which I have modified, rebuilt, or simply built from scratch. I do not own a cell phone, never have, never will.
Imagine if we went on a Linux forum and said we intend to ditch it for Windows - we would probably get Black Ops Clones visits in the middle of the night.

I cannot believe the ridiculously negative views about 25H2 based on a few minor bugs in Insider versions. Official 24H2 is rock solid for me, and I seriously doubt official 25H2 will be any different. Sure there are a couple of niggles here and there but no different to ANY OS.

I love the way people harp on about Windows 10 being stable, conveniently forgetting it took over 3 years before significant key issues were largely eradicated - micro freezing perhaps being the most significant issue. Of course, sure it is stable now BUT IT IS ALSO STAGNANT!

most Linux forums are harsh environments and can be very hostile to new users.
RTFM is often the stock reply.

but Linux has issues many with hardware and firmware which has a whole new set of command line parameters to overcome
as Linux on the most part doesn't have the GUI tools available that are available in Windows.

an example.
i would consider myself an experienced Linux user of Ubuntu.
now to disable the CPU turbo boost on Linux i had to change the default p_state CPU controllers to the older cpu_freq controllers
which is done via GRUB conf file as its a kernel parameter. then construct a cron job command line boot job to disable the CPU turbo boost controller. which would set the CPU freq file to 0 (zero) at boot time. the only question i was continuedly asked was 'why'

on Windows is a single registry change to do the above and the procedure is listed online.

i cant compare Windows 10 because when i bought the new systems for myself and the wife they came with Windows 11
but on the most part, now that i have tweaked them to work 'my way' they are rock solid and fast.

just my thoughts, best of luck, Steve ..

Uudump is no go on Windows 11. Microsoft Defender detects it as malware and removes the command programme.

Its so frustrating an AV blocks a perfectly safe process to protect you from yourself because of a false positive!

And the creators of Uudump think nothing of letting Microsoft know about the issue.

very good, I'll take a look at your projects on github.
Thank you. But I didn’t publish this version of windows because it’s not stable.
I will publish a public tweak for Windows 11. Wait for fourth version of my scripts, then you can use them on your own windows 11 without any issues. I’m working on it and asking members of the forum to make sure it won’t harm your device.
But if you’re interested in, you can use NTLite and some gaming presets. These presets will deactivate or remove some important parts of windows, but I’m working on a solution which is more reliable for daily usage. For example, I want to use windows update without any problems.

I used uupdump last night and defender did not recognize it as a virus.
Before extracting the zip file, right click on it and select properties. Then select “unlock” (or maybe “unblock”) and apply.

That's not the problem, UUP dump's build script downloads a wide set of tools. Some of which are known to AV vendors as modding tools, and are automatically blocked. The tools are malware-free, but are blocked on general principle.

I've created UUP .iso's over the last few years and never had the .zip download & the expanded files blocked by Defender or my AV (- Malwarebytes)

I love the way people harp on about Windows 10 being stable, conveniently forgetting it took over 3 years before significant key issues were largely eradicated - micro freezing perhaps being the most significant issue. Of course, sure it is stable now BUT IT IS ALSO STAGNANT!
Ha! You are correct. I have my own personal reasons for refusing to run Windows 10 on any of my work stations. Admittedly, I expected more from Win 11 but Co-Pilot wasn't one of those things. TPM2 for me was a huge disappointment. Rendering the majority of PCs already being used a non-compliant status when Win 11 was first released was less than impressive. I no longer care anymore. The Golden Age is gone.

The only thing that will impress me now is if that bare bones OS I keep "suggesting" miraculously manifests and we all know that ain't gonna happen. That doesn't mean I can't have fun playing around with my 7-11 builds with Linux on the side. 😎

Is it possible to upgrade directly to 25H2 from 23H2 when it happens? Or do you need to be on 24H2 first?
Yes, that will be possible. It will require a full replacement of all system files though, as would be done by an in-place upgrade with an ISO. So would a 23H2 > 24H2 upgrade, come to that.

24H2 and 25H2 share a common set of system files. By the time 25H2 is ready for release the 25H2 features will be present but disabled in 24H2. The Feature Update to 25H2 will be a small Enablement Package that turns them on.

As such, if you're still on 23H2, then you might as well get the full upgrade over and done with now, going to 24H2. The upgrade from there to 25H2 will be quick and easy.

According to MS, 11 is dead, but they can not admit it, because they have just killed 10.
There will be no significant new features in upcoming 11 upgrades, 12 is the the next goal.
I'm assuming that MS implied this. If so, where was this implied? I haven't heard anything official about it.
