PS: I removed the latest 522.25 driver and put an older 511.79 and it solved the problem.

As you can see from Task Manager the process utilizing GPU is shown i don't know what its called as it's not english.

desktop window manager, but previously it showed thunderbird as 100% , when I closed thunderbird it changed to desktop window manager

It appears to be a bug.

I'm still on 517.40 (Studio) drivers, and I get GPU usage near 0% range with just a browser window open, and no motion of the mouse.

Update the graphic card driver.
Update Windows 11.
Execute Sfc /Scannow command from Command Prompt.
