At User Accounts there wasn't a check box for 'Users must enter a user name and password to use this computer' so in the registry editor I had gone to
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\PasswordLess\Device
to modify DevicePasswordlessBuildVersion
by changing it's Value Data to 0. I then unchecked that check box in the User Accounts. I reset Windows and was surprised to find two names. There is only one name in User Accounts. I had tried rechecking that check box, resetting, and unchecking again, but that didn't help- Windows Build/Version
