How can I add a language pack to an ISO file to have a lang choosing option during installation?

I wouldn't worry about some "Russian I.T Geek" if all you want is the language in your own one. Just download the basic Windows ISO in whatever languge you have a basic license for install it -then simply add the desired extra language as I've shown on my previous post.

Just have enough time and patience to extract all versions from each language ISO and then combine them. And at least a 16GB NTFS formatted USB to fit the result.

The Windows key is valid for all languages and all architectures (32-bit or 64-bit) of the same version (Home or Pro) of Windows 10/11. You can buy a genuine Chinese Windows 10 Home 32-bit key, say, and then use it to activate Windows 11 Home English. It will work. I have done it many times.

Hi there
It's probably not worth the effort of Ms providing every possible language of Windows -- for example Iceland has a population of only around 300,000 people most of whom probably speak better english than 75% of the current inhabitants of Inner Central London --Iceland has a smaller population of the entire country than most single London Boroughs.

Providing an install ISO in most of the worlds major languages seems a sensible way to me with options to add small and minority languages.

That was an example. You can buy an Azerbaijani Windows key and use it to activate the English version or Greek or whatever language. Similarly you can use an old Windows 10 32-bit key to activate Windows 10 64-bit or Windows 11, as long as it can be activated again online. If it cannot you can activate by phone calling Microsoft. When asked by the activation assistant in how many computers you have used the same key, the correct reply is 1. Anything else might block the key and not let you activate. If you reply 1, the system will check if there is any other computer activated by that key and probably deactivate it and then give you the activation code which you type in the boxes to activate. If the key is blocked it will reply that you cannot activate.

There is no an Azerbaijani key.

You get the point. Any Windows 7 Home Premium key or Windows 8/10/11 Home key can be used to activate Windows 10/11 Home of any language. The key is independent of language and architecture (32-bit or 64-bit). Similarly any Windows 7 Professional or Windows 8/10/11 Pro key can be used to activate Windows 10/11 Pro.

Just a thought, you can combine languages into a single install.wim file only if both languages have a respective ISO. This is true for languages with a full language pack. For languages with only a Language Interface Pack (LIP) you must first install a full language, such as English, and then install the LIP. Is there an ISO for Azerbaijani? If not, then you can either create an English USB and copy the Azerbaijani LIP in the USB to install after, or you can use nLite to combine the LIP in the English ISO. I am not sure if the last can be done.

That's the whole point of my post. Install an ISO from any language which is available and then add the Azeri language pack.

Sorry if this thread could not help you, but at least it will help anyone else that wants to combine two full languages (not LIP) into a single install.wim file. So it was worth it.
