It’s impossible to know if it will help with any but in terms of updates, you’re ancient.
However, there is no reason you are forced to.

I suggest making a backup image of your current OS and trying the updates?t

Just run Windows Update. It isn’t a new install just an update.

If it doesn’t show as an update in Windows Update, download and install the file in the following link and install it.
Then after reboot, do another Windows Update.


But you really should always do an image backup first. Then if you’re not happy, you can revert back to your OS as it is today.

Finally was fixed problem Windows keeps rearranging the desktop icons after uninstalling Eset Internet Security. I am very surprised. To be honest, I was very frustrated by this problem:-)

I have also these problems:

1. Error Windows Security message “These files can’t be opened” i checked properties of file was not blocked, the executable filecouldn't open and was without thumbnail/icon as usual with files exe. I tried all methods to fix like modify internet properties, allow unsafe files using CMD, disable antivirus and reset internet properties, allow app through Windows Defender Firewall but all failed..... Only one thing fixed that when i changed location of folder or file inside. Please any one can explain why happened and what can i do to fix

2. Copy option is grayed out on some websites, not all, on both browsers Firefox and Chrome

3. Still have problem with blank white icons, i tried all methods but failed like:
*Delete the icon cache then restart explorer
*Disable Tablet Mode
*Change Theme
*SFC scan
*DISM:
DISM /Online /Cleanup-Image /CheckHealth
DISM /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /RestoreHealth

4. Language bar options: Docked in the taskbar is greyed out also after uncheck box for Use the desktop language bar when it's available in advanced keyboard settings

I'll bet a dollar to a donut that many of these problems would not exist in another account. Why not create another LOCAL account (as administrator). Log in to it to see if the issues exist.
I agree you should update to 23h2.
