Installation failed in SAFE_OS phase with an error during BOOT operation 0xC1900101 0x20017

Hello all



I'm trying to upgrade my laptop from Windows 10 21H1 19043.1320 to Win11. However the above error persists. I'll give a list of things tried till date

1)Tried to upgrade via WU, downloaded ISO file and bootable USB. The last one didn't allow me to upgrade, only fresh install permitted hence cancelled.

2)Disabled Secure Boot

3)Removed Kaspersky Antivirus

4)Ran DISM, SFC and chkdsk

5)Enabled certain services as automatic (after doing some research)

6)Checked Device Manager and no red flags there, no driver updates available via WU or Lenovo




There is sufficient disk space and all requirements are met. WU is saying the PC is eligible for the update. This error is driving me nuts. Please help.

I read a related thread asking me to download 2 files for logs but registration to Windows 10 forum is closed and I cannot download it

An error that begins with 0xC1900101 is usually a driver error.

Make sure that your device has enough space
Run Windows Update a few times
Check third-party drivers and download any updates
Unplug extra hardware
Check Device Manager for errors
Remove third-party security software
Repair hard-drive errors
Do a clean restart into Windows
Restore and repair system files



Unplug any nonessential hardware devices. These could include headphones, printers, scanners speakers, USB flash drives, and external hard drives.

If you’re using a laptop and it’s plugged in to a docking station, undock it.

Thank you for your reply...I've done all of the things you've suggested. There's nothing in WU/no errors in Device Manager/no HDD errors/DISM and SFC is perfect. I'm attaching the SetupDiag log

Could you back up files and do a clean install? Did you do a system image before trying to install 11?

Could you back up files and do a clean install? Did you do a system image before trying to install 11?
I guess I'm headed towards a clean install as I'm unable to isolate the problem. Will back up and go ahead with it. Should I disable secure boot for the clean install? I haven't done a system image

How are you trying to do the upgrade?

Tried first via WU which rolled back. Then via an ISO image which also failed. Tried with a bootable USB but it only allows a clean install.

A Repair install is exactly how you ought to be doing it.
That's how I did it and how many others have done it.

I still do not understand what you have actually been trying. You mentioned using an ISO - well, that sounds like the Repair install procedure.

I downloaded the official ISO from MS..ran it...did all the steps as shown in the screenshots...the installation reaches 100% every time and the computer reboots. Then the system boots back into Windows 10 with a rollback...and a window shows up on the screen with the error code as mentioned earlier. I've tried all the available solutions on the internet as mentioned in points 1-6. Have posted the SetupDiag log here as suggested by another member. Nothing seems to work though.

1) Please reset the hosts file: Reset Hosts file back to default in Windows

2) Open administrative command prompt and type or copy and paste:

sfc /scannow
dism /online /cleanup-image /restorehealth
chkdsk /scan
reagentc /info
reagentc /enable
reagentc /info
