I didn't get 22H2 via WU either. I did exactly as written right there in the OP. Downloaded the .ISO, performed an in-place upgrade, and then when WU failed to download and install KB5017321 I used the link to manually download and manually install it. After a reboot, winver shows:

After that I ran WU, and it still showed KB5017321 waiting to install. I clicked on download and install, it started downloading, got to around 15% and all of a sudden WU cleared it out of the way.

Easy peasy.

I found 2 ways around the W.U. loop problem created by the MS official ISO 22621.382.

1) I downloaded the KB5017321 .msu from the MS catalog and applied the cumulative update that way.
After that W.U. tried once more but completed happily.

2) I used a third-party (uup-dump) ISO 22621.521 and did another update/repair in place, that got over the W.U. loop problem too. 😉

Dism.exe /Online /Cleanup-Image /StartComponentCleanup /ResetBase is a lot easier and quicker :-)

thanx for the help guys, clicked the X64 link in OP and let it run and restarted, WU still wanted to download it but once it hit 100% it cleared it off. all is well now.

Had this happen now on THREE PCs that I upgraded to 22621.382 using the ISO I obtained from MS. The update goes without issue, and I run Winver to confirm the build. I then run Windows Update and it shows and offers the 22621.521 update. I click Download & Install, Downloading then changes to 0% for a few seconds, and nothing else happens. I also got Security and .Net updates -- and those ran without issues.

I have worked around this using W10UI and update files downloaded from UUPDUMP. But I am upset that the 22621.521 update will not run on any of my Win11-compatible PCs.

With updating to 22H2 through Window Update it checks for and installs this update without a problem. But now, a day later, an upgrade using the ISO still consistently fails to install the update on its own, later on through Windows Update with error 0x800f0806. This is a download error and suggests that the problem is at the update servers, not at the PC. None of the known fixes at the PC work, I've tried them all.

The same update as a standalone installer from the Microsoft Catalog will install fine though.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    My SYSTEM FIVE is a Dell Latitude 3190 2-in-1, Pentium Silver N5030, 8GB RAM, 1TB NVMe ssd, supported device running Windows 11 Pro, plus Insider Beta, Dev, and Canary builds (and a few others) as a native boot .vhdx.

    My SYSTEM SIX is a Dell Latitude 5550, Core Ultra 7 165H, 64GB RAM, 1TB NVMe SSD, supported device, Windows 11 Pro 24H2, Hyper-V host machine. Updated to 25H2 on 30th September 2025.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine.

See workaround suggestion from sgage post above, it seems like an easy workaround while waiting for MS to fix the bugs they have. 😝

Yikes! That sounds worrisome. I have very rarely used resetbase, and when I do, it's always been after running several dism commands in sequence, so I don't seem to have ever been 'bitten'. I of course have a MR image to fall back on if necessary.

But I sure hope I haven't caused any hassles for folks with this recommendation - I only tried it because I hadn't seen the other mitigations yet, and it was more or less out of desperation. I deeply apologize if my suggestion causes anyone any grief...

It's fixed my issue too to DL update with WU, but what exactly this command do?

It took forever to download and update today, but all is good. SFC did find and repair errors though.

KB5017321 Cumulative Update for Windows 11 v 22H2 Build(22621.521) is NOT an update to install the Windows 11 2022 Update; it only installs the latest CU for those who are / were already running Windows 11 RP Build(22621.xxx).

You need to first update to Build .328, download the update from the Update Catalogue and install it manually.

I'm not get an update 22621.521 in WU. Only if I press "Check for updates". So I let WU decide about it.
