Win Update KB5121767 Windows 11 Out-of-band Update build 26100.8894 (24H2) and 26200.8894 (25H2) - July 18

This out-of-band (OOB) update for Windows 11, version 25H2 and Windows 11, version 24H2 (KB5121767) is cumulative. It includes all improvements from previous security and non-security updates, along with an additional fix.

Improvements

This OOB update includes the following improvement:
  • [System Performance] This update addresses an issue affecting a limited number of devices with an Intel Innovation Platform Framework (Intel IPF) driver that could cause changes in performance, power consumption, or system behavior after installing recent Windows updates. A limited number of Dell devices that were temporarily prevented from receiving the July 2026 security update KB5101650 can now install this OOB update. This OOB update is only recommended for devices affected by this issue. If your device is not affected, no action is required.

    Note
    If you have turned on Get the latest updates as soon as they're available in Windows Update settings (Settings > Windows Update), you will automatically receive this OOB update. If the toggle is off on your device, you can install the update by going to Settings > Windows Update and selecting Download & Install. This OOB update is also available from the Microsoft Update Catalog.

Component updates

Servicing stack update (SSU) Includes KB5120102 (Build 26100.8872), which improves the reliability of the Windows update installation process. To learn more about SSUs, see Simplifying on-premises deployment of servicing stack updates.

AI components Updated to version 1.2605.856.0 (Image Search, Content Extraction, Semantic Analysis, Settings Model).

Three reboots is the norm now for my three machines. This is how it was explained:

The firmware push: Windows pushes the certificate data into your system firmware.

The bootloader load: The system restarts to load the newly signed bootloader.

The final application: A third restart allows the motherboard's firmware to permanently apply the new certificates.

That's with no fast start-up on my machines.
I have no idea why I don't get that progression, I was sitting in front of my machine for the last update, there was one boot after the update loaded and finished it's install. There is no new certificate data required on my systems, so that could account for one missing boot.

I only get two reboots but I have Secure boot disabled

I got 26200.8894 as Optional but when I press X and back to WU, it return.
Yes.. Apparently you can't skip this one. I was busy with other things then the reboot screen suddenly popped up. This while MS suggested that if your not affected you can skip this one.... Oh well the benefit of this update that it finally removed 79 old packages from build 26200.8737. (They forgot to do that with the previous update; 26200.8875) 🤷‍♂️

Not sure which unwanted update caused it, but my PC now suffers the controller Guide button opening Task View feature. There was a number of posts about this last year but not much since.

Someone likely felt a poorly implemented triple function of the Guide button was too good to not keep rolling out. Short-press opens Game Bar but a medium-press now opens Task View along with an annoying controller vibration. Keeping it pressed does eventually turn off the controller - the function actually wanted - but Task View remains on screen which any testing should have spotted.

Turning off Xbox Mode - that's appeared in settings - does stop Task View opening - but the controller vibration still occurs - again something that should have been corrected by now.

The PC was built for gaming but the mouse launches games perfectly well and the controller is only needed in-game - no need for Xbox Mode or Big Picture Mode or Task View etc.

Why is it impossible to go more than a couple of months before the Windows experience gets worsened by some improvement?

WinRE now requires new DLL library support for the Cloud Rebuild feature recently rolled out. Except in the official MS boot.wim's, three DLL's are missing in order for this to work. The reason UUP dump has a working "Repair My PC", is they figured out the root cause and substituted WinRE in place of the original boot.wim and made sure the missing DLL's are included.

From what I see, I think UUP dump is still using the older version of boot.wim that still works like it used to. 🤷‍♂️

I had this optional 26200.8894 keep popping up on the updates on my MSI laptop but it would fail to install and just kept popping up with the error code. In the end, I downloaded the package from the MS Catalogue and it updated without a problem. I probably didn't even need to worry about it, but I just got fed up with the update sitting there and then dumping out the error every time I tried to update. Anyway, problem sorted, everything works as it should.
I have to admit. Strange! There should not be any difference between a regular update or a downloaded update. The both undergo the same checks and processes. Did the execute after the refusal of the normal update; "DISM /Online /Cleanup-Image /RestoreHealth" and "SFC /scannow" to check your Windows system for issues?

I have to admit. Strange! There should not be any difference between a regular update or a downloaded update. The both undergo the same checks and processes. Did the execute after the refusal of the normal update; "DISM /Online /Cleanup-Image /RestoreHealth" and "SFC /scannow" to check your Windows system for issues?
I tried Windows Troubleshooter to see if it would sort out the update problem. It didn't. I didn't bother investigating any further, I just downloaded the 8894 package from the MS Catalogue and it then updated without any issue. I genuinely have no idea why the normal update route wouldn't work. Everything is fine now 🤷‍♂️

OK. I never uses Windows Troubleshooter to diagnose issues. I use those SFC and DISM commands and found they are more accurate. They leave traces what is excacly wrong inside the CBS.log. Clues can be found why the update fails. It contains info that a normal user can't be bother with. A quick fix is the deal! Those 2 commands can takes some time to diagnose things can be busy for some 15 minutes now. (was faster in the past) If Windows Troubleshooter returns in a few minutes that is it a sign it does not walk the same path. It only takes a quick look so to speak.

I decided to take another crack at it. Fresh 25H2 install, and in the order of KB100998, KB5101650 (26200.8875), and lastly the KB5121767 (26200.8894).
I tested browsers during each install, fresh reboot and a full shut down and power on.

CPU Temperatures are all within normal range while fast scrolling / purposely scrolling up and down at ridiculous speeds.

What I did notice is that KB5101650 (26200.8875) activated the large Start Menu, however after KB5121767 (26200.8894) finished installing it turned back into the small Start Menu.

Event Viewer shows the following after KB5101650 (26200.8875) and continued with KB5121767 (26200.8894) after power on or reboot :
Device Disassociation (Unpairing) Failed.

I am not holding my breath regarding the previous issue of browsers stalling, but I will post more updates as time goes on.

You probably have the switch now in your Sart Menu settings to choose the large or small Start menu.

Odd, I just rebooted once more and the Start menu is back to the large size.

Rebooted again, went to small. Reboot once more, went to big again. Seriously...?
