When downloading for MS site is that the latest ver of Win 11 (with newest updates) ?

The Windows 11 media creation tool will give you the latest provided 22h2 iso from microsoft.

After install, you will get some additional Windows updates to catch you up on the latest updates since that ISO was released.

You can also get newer releases not directly released from Micrsoft as uudmp.net. This site is usually good for the latest preview releases of the OSt

UUP dump

UUP dump lets you download Unified Update Platform files, like Windows Insider updates, directly from Windows Update.

It will be the latest version but it might still require updates. They don't update the ISO download files as often as they do the updates, some updates will be unique to your configuration.

When you set up through the setup.exe file, it will check for updates. Not only that, during the installation of windows it will also check for updates.
