It's a difficult one for me, this one, because I barely even know how to even describe the problem, but I'll try.

After a while, probably about once a day, my laptop will start to act a bit strange, most notably when I'm scrolling a page, the page will sometimes stop for a second or 2 and then resume scrolling.

Sometimes, when I type something into a search box, it will take a second to appear onscreen.

I've tried this with both Firefox and Opera, and the same thing always happens after a while. Strangely enough this 'hiccough'/'heartbeat' never seems to happen in games?

I even tried to disable the few background services I had running, but nothing. Same with CCleaner and virus check.

You can clear this problem by restarting the PC.

This is a custom built laptop and the third I've had from the same company.

Run Task Manager and see which task loads the CPU the most.
When you run a game Windows pauses background processes and doesn't run maintenance tasks, it seems like that.

Install the latest version Intel Graphics Driver.
Try enabling/disabling hardware acceleration.
