This reminds me once that I was repairing a computer and all the kids from nearby Elementary school were too close watching me. Until the PSU blew out with some smoke and they run for their lives! It was a little scary but also too fun...

Yes, it is one of those English/German conventions where the "ou" sound in singular becomes "i" sound in plural without any apparent reason in English. Maybe in German makes more sense but I cannot tell, as I don't speak German. In Greek we have similar cases such as "kouti" (box), "koutia" (boxes) which is the usual, but "dasos" (forest) and "dasi" (forests), ploutos (rich, wealth) and "plouti" (riches, plural to emphasize wealth), similar to mouse-mice.

@glasskuter - I think we are in the territory of blue-sky thinking/clutching at straws and wild ideas with this problem so that's what I am resorting to here: -
I see you live in Texas, which I believe can be very dry and dusty, The dust gets picked up by high winds (Hurricanes?) and enters people's houses. Could dust containing electrically conductive particles have got inside the machine? Maybe wildfires have created carbon particles in your area? These could result in random weird short circuits anywhere inside the machine so maybe try cleaning inside?

Early this year a strange thing started happening with my Logitech M510 wireless mouse. Right after I started my laptop I notices that the scroll wheel wouldn't cause anything to scroll. If I turned the mouse off and then on scrolling worked again. Currently it is still happening but not every time. Is this a Windows problem or a driver problem?

OK, getting back on track to the issue and ignoring how to write the plural of mouse....

So, let's looks at the facts.

@glasskuter The idea is that something on your system is causing this, whether it is software or hardware.

Hardware-wise, initially the only thing I can point to is some very obscure setting in the BIOS / UEFI firmware that has some sort of security kicking in, but it really makes no sense. But read on, I have an idea.

If it were a USB issue, it would not be just scrolling affected across 5 different mice, and neither would a scroll lock button fix it if it were hardware. However, an obscure setting in UEFI could be doing something similar, I have settings, for example, that can adjust the onboard sensitivity of USB devices baked into my UEFI firmware settings.

If it is software, then it has to be something that is running sometimes and not running other times. Initially, the wheels stop working and the VBS script to enable the scroll lock fixed this - what happens if you turn that back off when it is only scrolling downward?

And, as kooky as it sounds, have you tried replacing your physical keyboard and testing?

Also, can you give us a more clear picture on how the mice connect to the PC? For instance, I have a SteelSeries Apex Pro keyboard, and it uses 2 USB ports (one for KB, and another to supplement power because it is a backlit kb with electronic-based mechanical actuation keys). So, my mice, all Logitech MX Master series mice, connect through a dongle - and the dongle is connected to a USB port built into the keyboard.

Since KB and mice share similar characteristics when connect to a system, versus comparing, say, a monitor to a mouse, I really wonder if it is the KB in and of itself skewing the mice USB signals.

You and @hsehestedt are thinking alike and it is good thinking as is @kelper idea of a live Linux distro. I'll try tonight. I knew if I asked I would get good answers. I've battled it so long I've become brain dead.
I did poke around in bios, but settings are pretty much standard for an OEM machine. I don't think I had changed anything in bios since it was new (except to turn secure boot off)but I set it to default anyway but no change in scroll.
This thing has been touchy ever since i got it.

I was just running a Linux Mint on a USB Thumb drive [created from the .iso] on a 3-year-old HP Notebook and only issue was no driver for the Bluetooth adapter and mouse I have with me [in Dr's office]. Haven't had any issue with the USB Wireless mice or Wired mice.

I think you can adjust the scrolling settings both horizontal and vertical (if applicable) in Winaero Tweaker. Try changing them to see if that works.

I looked it up and a number of sources say that both are correct and that It's up to the user. I'll stay with calling them mice.

Really? "On the whole web, Google finds nearly 10 million results for “computer mice” to only around 200,000 for “computer mouses.”

That is a bit like the word missile, which Americans seem to think rhymes with thistle! A search on Google finds 1,710,000 results for the misspelt 'missle' but 364,000,000 for missile.

You must have have a very large computer desk. Are your mooses wired or wireless?

In Texas they do things big, but up here we do huge. To prevent damage however, I recommend keeping one's mooses tethered. Nothing can be quite so devastating as a moose on the loose and a moose on the loose is not much use.
