Newbie here, need help updating Windows 10 Pro 22H2 to Windows 11 Pro 25H2

I'm not sure of the protocol, as I've never posted here before.

In a nutshell: I've tried all variations that I know of, including Windows 11 Installation Assistant (which was a disaster several times). The closest I've come is building the w11 25h2-en-us ISO, mounting it, running setup, and following the prompts. There are numerous restarts, ending with:

We couldn't install Windows 11
We've setup your PC back to the way it was right before you started installing Windows 11.

0xC19001010 - 0x40017
The installation failed in the SECOND_BOOT phase with an error during BOOT operation.

It does return to Windows 10 most of the time.

Windows 10 is Version 22H2 (OS Build 19045.7663).

Using Windows 11 Installation Assistant is worse, as it doesn't necessarily restore Windows 10 correctly.

I have stopped trying until I can find some help.

I should also note that PC Health Check finds no problems, and WhyNotWin11 (2700) is positive on every entry

Update Device Drivers

Insufficient disk space can also trigger the Windows 10 upgrade fails error 0xC1900101-0x40017. To free up disk space.

can you check your disk management
Window tools > Computer management > Disk management

and see if your boot partition is either a MBR partition or a UFI system partition please

Back us your important data, download the latest win 11 ISO from either Microsoft or uupdump.net and fresh install using the Rufus ?
Updating is generally messy and takes up a lot of unnecessary space too !

First, make sure you are running the latest bios for your device.

You would need to look at the failure logs to see the cause of your failure. Depending on where in the install the failure occurs, the log can be in multiple places.
If no error message occurs, the following log files are created when an upgrade fails during installation before the computer restarts for the second time. You have to look at these logs to get an idea of what's causing the failure.

The following log files are created when an upgrade fails, and the installation rollback is initiated:

C:\$Windows.~BT\Sources\Rollback\setupact.err

My last upgrade rolled back during second boot phase also so I found my particular error in the last 2 logs. Mine ended up being a corrupt user account so I had to clean install, but that phase failing can also point to a driver.

If logfiles do not direct you to what caused the error, I advise anyone to not waste his time. Either stay where you are or Bite the bullet. back up your data, and do a clean install. 25h2 will have you chasing your tail for days.

To add on to what @glasskuter said, you can use the SetupDiag tool to read the logs and tell you what went wrong. Way easier than reading them yourself. I often pass out when trying to read logs and wake up later with Cheeto dust all over myself.

0xC1900101 - 0x40017
The installation failed in the SECOND_BOOT phase with an error during BOOT operation.

The error tells us where and broadly what kind of failure occurred, but not which component caused it. 0xC1900101 usually means a driver-related rollback, and 0x40017 means it happened during the second-boot/boot stage.

Starting in Windows 10, version 2004, Windows Setup includes and automatically runs SetupDiag after a failed upgrade. Its analysis can normally be found at:

C:\Windows\Logs\SetupDiag\SetupDiagResults.xml

SetupDiag analyzes the underlying Windows Setup logs and may identify a particular driver, boot failure, plug-in, or other failure pattern.

Hi Steve,
I don't have any MBR drive partitions in general. The Boot partition is GPT, Samsung SSD 870 EVO 2TB. Filesystem is standard NFTS.
Does that help?

Somewhat. It doesn't resolve your issue, but it tells us your disk is not MBR and is GPT. That's one thing you won't have to resolve. Is there a reason you cannot format the disk and start with a clean installation? For me and my hundreds of games on 10TB of drives it would take days to get it all set up again.
This current install is an upgrade from Windows 10 from May of 2022.

I think the problem is that you're making too big of a jump, from Win 10 22H2 to Win 11 25H2.

If you don't want to do a Clean Install, I would do this...

1. Get the latest Win 11 23H2 ISO from UUP Dump.
2. Then do an In-Place Upgrade from Win 10 22H2 to Win 11 23H2.

Repair Install Windows 11 with an In-place Upgrade

This tutorial will show you how to do a repair install of Windows 11 by performing an in-place upgrade without losing anything. If you need to repair or create a new recovery partition or having problems with the Windows 11 operating system on your PC, and the usual solutions will not fix it...

Should I be having so much trouble on a W11 update? When I first bought this motherboard it was W11 ready with TPM 2.0. Even Windows updates nagged me to update to W11 due to the motherboard compatibility. But at the time I wasn't interested. When I finally was, that offer was the first one I accepted. It was a disaster, and I had to recover the OS from backups. Since then I've uninstalled 100's programs getting ready for it. That's when I began trying Windows Assistant for 11. To be kind, those attempts were more disastrous. I've made sure to run an Admin SFC /SCANNOW and Dism /Online /Cleanup-Image /RestoreHealth prior to each attempt, a system-wide filesystem check, etc. Nothing seems to have made a difference.

Yes. You waited too long.
From Win 10 22H2 you can only upgrade to Win 11 23H2.
And the Microsoft methods won't go back to 23H2.
So... you need to use UUP Dump.

Don't worry it works fine, and UUP Dump's ISO's are straight from a server at Microsoft, that we don't have access to.

UUP Dump will download and create the proper ISO (post #15).
Then you just mount that ISO and run setup.exe, as in the In-Place upgrade tutorial.

Here is the short version of the In-place upgrade tutorial...

DISABLE non-Microsoft:
a) antivirus software
b) firewall software
c) drive encryption software

Make a full OS backup with a program like Macrium Reflect or AOMEI Backupper Standard
Making a backup is optional, but always a smart move.
Macrium Reflect
AOMEI Backupper Standard (free)
Hasleo Backup Suite (free)

Get the UUP Dump ISO that I linked... in post #15 (just follow the directions in the pic).

Right click the ISO image and choose: MOUNT
Open File Explorer and you will see a new drive letter. It will "look" like a DVD optical drive.
Double click the new drive letter to open it.
Find setup.exe and double click it to start the in-place upgrade.

Choose the Keep personal files and apps option.

After it's all done... to UNmount the ISO image, right click the new drive letter and choose: EJECT.

The ONLY thing you might lose is some of your personalizations.
Your drivers, programs and data will be intact.

And... as I mentioned above... the Enablement Packages are very fast.
Then, when you're on Win 11 25H2, just check for any Windows Updates.
There should only be a couple.

I'm not familiar with UUP dump. When I check your enclosure, it seems to list only ARM entries. The few X64 there don't seem to be appropriate.

No it isn't... it's labeled amd64 ...which is the correct version for Amd or Intel CPUs.
