Try, by right click on the Pinned Shortcut...



or..., go to shell:appsfolder via a Run box and try the same from there...



or..., Pin it while it's open on the Taskbar itself...

Windows 11 will only allow you to pin each app to the start menu for one user id. If you have an online and a local ID like me it doesn't work.
