Solved Problem with keeping the keyboard layout at same language

I've been trying to prevent Windows 11 from changing the keyboard language without permission. It happens most often when returning from sleep mode.
I usually keep it set to ISL (Icelandic) and know about the :win:+Spacebar to switch languages. But it's still like a annoying chore and i can't find anything to stop
Windows 11 Home edition default back to english without permission.

The default on start up (and probably resuming from sleep) is to use the keyboard layout at the top of the list of installed keyboards. If yours is not the 1st in the list, then try setting your preferred keyboard layout here:

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven below to carry on as my general purpose 'main machine'.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro.

    My SYSTEM FOUR is a 2-in-1 convertible Lenovo Yoga 11e 20DA, Celeron N2930, 8GB RAM, 256GB ssd. Unsupported device: currently running Win10 Pro, plus Win11 Pro RTM and Insider Dev, Beta, and RP 24H2 as native boot vhdx.

I'm testing the first option in the link provided by Bree. But i'm keeping the thread open in case it acts up again. I have put it to sleep once but it usually happens and after long sleep modes not mere minutes or fast restarts.

One more thing to suggest...

If you're only switching the language, and no need to switch keyboard too (some languages need extra characters, US not) you can change the keyboard under other languages to match your actual keyboard. In this case, only default language will change, but keys would remain as phisically present

See in my example.. I have Slovenian and US English languages installed, but only Slovenian keyboard.

My is laptop is from United Kingdom laptop but i managed to find a move up button. I know that language packs don't work and i also prefer english compared to the display text.
I still hope that my laptop will stop pranking switching it back without permission.

It's important which keyboard layout you have installed...

Under each language (three dots on the right) you can select which layout do you use. Just select the same layout, and remove extra layouts that you don't have

I did find what you did but like your image it's locked on both languages. It still looks like the Move Up that i found earlier has done the trick for now

Great if it works for you. If that delete button is locked, then there is only one keyboard assigned to a language. You have to add other keyboard layout, and then remove unwanted one. In my case it is Slovenian layout on all languages.

I can confirm that Moving Up the language worked and didn't have to use the :win: +spacebar

Hi all, for future generations. I had the same issue and only the following solution worked for me.
I installed only the languages that I needed and I could not get rid of English - United Kingdom.

I went to:
Settings > Time & language > Language & region
Scroll down and select: > Administrative language settings
Tab: Administrative
Select: Copy settings

Tick both:
Welcome screen and system accounts
New user accounts


I have no idea why I should tick these 2 since I have a single user account on my laptop but anyway. After that unwanted (and ghost) languages were removed.

I am not entirely sure if this will continue to work, but I registered an account mainly so I could reply to your fix to thank you - I think this has solved my issue! I recently switched to an ANSI layout keyboard from ISO and even though I removed all other layouts it kept switching back.
