Welcome

You can run SFC/DISM’s in a command prompt as admin one at a time and see if it helps:

Code:
DISM /Online /Cleanup-Image /RestoreHealth
sfc /scannow

Check your graphics driver?

Check Event Viewer

You may be able to see if it shows anything that happens during the delay.
  • Open Event Viewer (Win key + S and type eventvwr.msc, press enter)
  • Go to:
Windows Logs > Security and System
  • Look for entries right before and during the UAC delay
You may see slow service starts, certificate delays or driver loading issues. You could do this in real time by instigating something that requires UAC.

Can you show how much memory system is using, and cpu?
I usally see uac prompt delays on systems that are very high in mem or cpu usage.

Yes I Did Everything You Mentioned Above And Re-check The Changes By Matching The Time
Do I Need To Repair My PC, If There Is No Data Loss; I'm Fine With That

Hi, Raj.

You can only try and hope that it repairs the issue.
You will not lose anything if you follow the tutorial very carefully.

If your computer is compatible with Windows 11, try Option One
If it is not, try Option Two

If followed carefully from step to step:
This will download and install a repair version of the OS. This operation reinstalls the OS that you have and will not remove any files, settings, or apps.

I also suggest reading through the Tutorial first

This is the part where I ask you if you make it a practice of creating a System Image on a secondary drive with something like Hasleo Backup Free or Macrium Reflect or some other software. A System image, not a file backup

My guess would be that is some kind of driver issue but I am the wrong guy to help you work that out.

Can you show how much memory system is using, and cpu?
I usally see uac prompt delays on systems that are very high in mem or cpu usage.
Yes After Your Recommendation To Check The CPU And Memory Usage
I Found Out That The Memory Usage Is Been High After The Last Windows Update Version KB5062553 (Build 26100.4652)
The UAC Prompt Delay Is Noticeable From Last Year Which I Did Ignore
Is There Memory Leak, This Screenshot Is Taken Just After Restarting The Desktop
