OS
Windows 11 Version 10.0.22631 Build 22631
It all started with a Warning:
The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID
{2593F8B9-4EAF-457C-B68A-50F6B8EA6B54}
and APPID
{15C20B67-12E7-4BB6-92BB-7AFF07997402}
to the user HP-Envy\Ken SID (S-1-5-21-1094315440-2291228580-2252125072-1001) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.

Following directions to stop this I ended up in component services DCOM PerAppRuntimeBroker. There is a user in properties Named Account Unknown with an SID of S-1-15-21-3-1024-2405443489-874036122-4286035555-1823921565-1746547431-2453885448-3625952902-991631256, that's 85 characters not counting dashes. Any ideas on what this is? Is it orphaned? It does not show up using the command WMIC Useraccount Get Name, sid. or in a search of the registry.

(I know this is old but felt I should comment)

I discovered exactly what KenD451 mentioned, ran into it trying to resolve something in the event viewer. I don't think Bree's answer is relevant to KenD451's problem. It doesn't say 'Unknown Account' That number is listed as a user or group in the security permissions (see picture) I assume it belongs to some app but couldn't tie that SID to any specific one.
