Suggestions in no particular order.

1. Restart to see if it fixes it.
2. If you are using any 3rd party app that alters the GUI uninstall or update it.
3. Unpin it from the taskbar, uncheck it in Desktop icon settings, restart, and add it back to see if it fixes it.
4. On desktop Create your own shortcut with a target of explorer shell:::{59031a47-3f72-44a7-89c5-5595fe6b30ee} Name it Jack, assign an icon to it, and pin to taskbar.You can remove from desktop if you wish.
5. Use SFC /scannow to scan for corrupted files.
and the preferred method....
6. Do what most everyone else does. ...Pin file explorer to taskbar.(This is default when an account is created. It appears you removed it) Click on Start > All Apps. Right-click on File Explorer, and click on More. Click on Pin to taskbar.

It is set to Small (there is no tiny). Selecting Medium enlarges all icon, but that icon is still smaller than the rest.

No, to the best of my knowledge. I just loaded Windows 11 a couple of days ago and I have never run any kind of desktop/icon customizing program. (Although I would love to shrink the task bar and it icons.)

Is the "Jack" folder a shortcut to your user file? (ie) C:\Users\Jack ? or is it data folder on another drive?
Have you deleted the shortcut on the Desktop then gone to the directory that folder is in and Right click the Jack folder and choose Send To... Desktop (Make Shortcut) and see if it is normal sized?

The icon did not change from the tiny folder icon !

    ...Where's my horse?
Is that a folder you created on the desktop? If it is, try creating a new folder to see what size it is. If it's the size you want you can copy and paste your files in the Jack folder to the new folder, make sure the files pasted correctly, delete the old Jack folder then rename the new folder.

Its the default folder of Windows from Personalization and he changed the Icon. Is the Folder "User's files".
