I'm obviously missing something cause when I plug in my phone via USB both drives seen by Windows as "drives". And I can transfer as easily as I would with any other drive.
Actually the person you quoted is probably right. A phone connected this way is not really a drive but a representation of one to allow you to transfer files. If you look closely you will see that Android doesn't allow to see everything on the phone. Only the files it wants you to see.
Probably is just guesswork.

And it's odd you have to unlock you phone to see it upon re-boot. I don't have to unlock mine. And yes, my phone auto locks.
To add to the discussion I plugged in a 5 year old Samsung Galaxy J3 Prime phone. It has Android 7.0 and hasn't been updates since 2019. When I plugged it into my laptop with a USB cable I see this on the phone. Even old phones have the same security measures.This thread has safety and security issues, i.e. safe unplug and secure connect, respectively. For clarity, the permission to "display" your screen is not the same as the phone not being available for use upon reboot. Here If I reboot or wake from sleep which is 99 percent of the time, I can simply click the Phone Link and send a text or make a call for example, without needing to unlock my phone. I just called my house as a test from Phone Link without the phone itself being unlocked.
And yeah, I can do all that as well as view files on the phone.
That's OK if you don't have anything important on it. Of course if the phone automatically logs into Gmail or some other website somebody could do a lot of mischief. At best embarrassing ... at worst criminal.
