Upgrade Install of Windows 11 fails after reboot with error 0xC1900101-0x20017

My laptop (Win 10 22H2) does meet Windows 11 requirements, but every time I try to upgrade, the upgrade fails. I have tried through Win Update, through the Windows11InstallationAssistant, and by running the ISO, and it's the same: Everything goes fine until the reboot, but then it starts up Windows 10 like normal with Win 11 install aborted. With the ISO method, I got the error code above.

Prior investigation revealed that HP doesn't support this laptop on Win 11 (no updated drivers, but it's all OEM stuff anyway). I can trigger a BSOD by running the driver verifier. Not sure how to fix or if that is the problem.

I do not have BSOD or app crashing problems otherwise on this machine.

I'd appreciate any help you can give.

I'm not sure from your post, if you tried the In-Place Upgrade from Win 10 to Win 11.
You said you used the ISO method, but I'm not sure how you used it...



In-Place Upgrade from Windows 10 to Windows 11...





Here is the short version of the In-place upgrade tutorial...

DISABLE non-Microsoft:
a) antivirus software
b) firewall software
c) drive encryption software

Make a full OS backup with a program like Macrium Reflect or AOMEI Backupper Standard
Making the backup is optional, but it's a good idea.
Macrium Reflect
AOMEI Backupper Standard

Get the Windows 11 ISO image and save it to your desktop...



Right click the ISO image and choose: MOUNT
Open File Explorer and you will see a new drive letter. It will "look" like a DVD optical drive.
Double click the new drive letter to open it.
Find setup.exe and double click it to start the in-place upgrade.

Choose the Keep personal files and apps option.

After it's all done... to UNmount the ISO image, right click the new drive letter and choose: EJECT.


The ONLY thing you will lose is some of your personalizations.
Your drivers, programs and data will be intact.

Yes, that's what I did--mount the Win 11 ISO and run the upgrade from there. I am not currently running any non-MS software of those types, either.

I have something like 600 GB free


Check in C:\Windows\Panther folder for two files called...

setuperr.log and setupact.log

Zip them and "attach" them to your post.
Use the Attach button... lower left.


You're probably right... it's probably being caused by a driver.
If so, it should be listed as the cause in the setupact.log file.

None of those methods will upgrade an incompatible machine.

There are a number of threads on this forum with multiple ways on how to bypass MS requirements. One such is How to pass the Windows 11 Compatibility Checks

Here is another recently updated set of instructions with multiple methods as well. How to install Windows 11 on unsupported hardware - Pureinfotech

My personal preference is to backup personal data and clean install. It's more work, but I am assured no problems that might have existed in the previous install is carried over . I find the easiest method to be the Rufus method that bypasses all hardware requirements as well as MS account and automatic bitlocker device encryption. Use Rufus to Create a Windows 11 Install disk that bypasses TPM, Secure Boot requirements (How-to).

No matter how you do it, BACKUP your current installation first.

I wouldn't be too concerned about this, it's just HP covering their proverbial backside. Pretty meaningless actually because what you need to be more aware of is ... does Microsoft support this device? And that's pretty meaningless anyway, given the multitude of opportunities to bypass MS's ersatz attempt at pretence security.

Whether or not your device meets MS's "requirements, ...
- create a backup image of the existing installation using Macrium Reflect and/or AOMEI BackUpper
- create boot USBs for both/whichever backup system you choose, and don't forget to tick the driver options to be included on the boot USB(s)
- download Win 11 ISO from Microsoft
- download Rufus and create a boot USB using the ISO. Tick every box Rufus offers to bypass MS checks and counterchecks
- disconnect the internet
- boot from the USB and install Windows 11
- don't enter the license number ("I don't have it" question)
- don't connect the internet even when prompted (despite Microsoft's lie that it will be an incomplete installation)
- if you've a mind to, untick (unslide) every bloatware option offered towards the end of the installation - you can always add these back later
- complete the installation, remove the USB and re-boot
- connect the internet; activation will be auto and updates will flow
- now you can do all the extra bells and whistles you want, sign in/up with an MS account, etc, etc. At least at thsi stage, YOU get to choose what you want, not what MS wanted to throw at you during installation.
