I suspect once you reach build 22622.2506 you should be offered the enablement package anyway, if your computer is compliant.

So sooner or later you should be offered the 23H2 enablement package. No need for a full upgrade which is time consuming and riskier than the enablement package.

If you are using a third party customization tool, such as Explorer Patcher, Open Shell, Startisback etc you must also update this. For example Explorer Patcher is known to cause issues if not properly updated.

You may have to repair your system files with the sfc /scannow command. There is also the dism command but I don't remember the appropriate syntax. Another way is to download the 23H2 ISO and do an in-place upgrade/repair.

Windows 11 is basically Windows 10 with a different shell and new features, much like comparing Windows 95 with 98 for those who know. So if Windows 10 is OK you may start thinking what you did different in Windows 11. Was a driver that you installed on 10 but not on 11 or vice versa? Was an application? A configuration?

I would take a full backup of Windows 10 and then UPGRADE to Windows 11, such as to keep the drivers and applications and configuration unchanged. This should hopefully avoid your issue. Remember that you must upgrade current working Windows 10 system to Windows 11, don't do a clean (new) installation!

@spapakons
Upgrading is imo not very good solution it can lead to more problems, clean install is always better option. Yes it can take some time to setup everything back but in a long term it is better.
@Denis97
It works, at least for now I am still monitoring it. I enabled it back once I upgraded to 23h2 and updated Web Experience Pack and I don't have this issue as for now

I insisted on upgrade precisely so that he keeps his working system. A clean installation carries the risk of changing something he won't be able to detect what it is and giving him the issue again. He can try the upgrade first, and if that doesn't work he can do a clean installation. If there is any issue in both the upgrade and the clean installation (very unlikely), then he can restore Windows 10 from the full backup and forget about Windows 11 for some time.
