The only way around now with 25193 is by connecting the ethernet temporarily and hit "Try again" then I can disconnect the cable and continue with a local account and an offline installation.

No, it's still there in the 22H2 release ISO for 22621.382 as made by the MCT.

I'm just looking for a little clarification here...

Since the batch file performs a reboot, I am assuming that this is solution is only valid for an upgrade install, is that correct?

Also, since the change, applies a registry change, am I correct in assuming that you could simply make this change before starting the upgrade process?

oobe\bypassnro has nothing to do with upgrade, it is an option that can be used during a clean install when you don't have a network connection to the internet.
It allows to install without logging in and it can just create a local offline windows account instead of forcing the use of a Microsoft account.

Got it. I just wasn't sure if it applied to upgrade installations only. I initially thought that it could not apply to a clean install since a command that makes a registry change would not work early in the setup process but I now understand that you run this command later on in setup.

So this makes the third 4th method I know of to get around this issue and allow for the creation of a local account. This method is more disruptive than the other 3 methods since it requires a reboot, but still good info to add to my notes.

This is specifically for a clean install without network connection.
There are other ways to avoid MSA and just use local accounts when connected.

The reboot is right at the beginning of the initial Out of Box Experience (OOBE) when first booting a newly installed Windows. The reboot is very quick.

No - you had to reboot just as it asks for an internet connection. If you did it immediately, it did not work.

It is all a moot point now, as it has not worked for last few DEV builds - admittedly I have not tested on latest build.

It works fine on latest Dev Build 25206 and also on this MCT ISO 22621.382.
There was a bug on one dev Build, I think just 25193, but it is fine again now.

Good to know. It would not be an issue on release iso - this was only a DEV issue at moment.

Edit - I can confirm oobe\bypassnro is working on Dev 25206.

I've had a change of heart regarding this method, now that I've tried it. I like this method.

So my official installation method, if I want to install with a local account is like this:

1) Preferred method for me - install using unattended installation. That bypasses all the hardware requirements and creates a local account regardless of whether networking is enabled or not.

2) If installing manually with network enabled - When you get to the screen where you need to choose whether to setup for personal use or business use, choose business use, then select domain join. This will allow you to create a local user account.

3) If installing manually with internet access disabled - Open a command prompt and run OOBE\BypassNRO when you get to the screen that wants to get you connected to the Internet..

When connected to the network, this one still works fine too.

Now I tried it simply by creating a registre value and 'try again', and it works great, there's no need to even restart the computer. You can store this value on pendrive, and then simple import via Shift+F10.

I'm just completeing an install of 22H2 and I used bypassNRO and it works good. One of the easiest installs I have done.

I just tried this on a clean install of latest 22H2 USB installer, and the bypassNRO reboots the computer, but on return, it resumes forcing login to MS account. I've tried it 4 times, and each time, it restarts the OOBE and asks all the questions, right up to "Let's add your microsoft account". There's no option to skip. Maybe it's because I previously connected to the wifi? There's no back arrow. I've tried using Netsh to disable wifi, and it makes no difference either.

Welcome to ElevenForum. Yes, that option requires no network connection. If you do have a network connection, use this method instead:

When you reach the screen where you have a choice to "Set up for personal use" or "Set up for work or school", select "Set up for work or school" and click on "Next".

On the next screen, select "Sign-in options", then "Domain join instead". Don't worry, we are not joining a domain!

On the next screen, supply the local user name that you want to create and then continue through setup as normal.
