What is this USB device? VID_83D3 PID_3773

I have a USB dongle that I can't identify. I can't locate it in device manager. When plugged in, the end slowly flashes green.

I can use the command "wmic path Win32_PnPEntity where "Caption like '%USB%'" get Caption,HardwareID" to list my USB devices, and I get the following entry when the dongle is connected:

USB Input Device {"USB\VID_83D3&PID_3773&REV_0200", "USB\VID_83D3&PID_3773"}

Google is not helping when I search for that VID and PID.

Does anyone know what this could be, or where I could find out?

The ID matches a Chinese OEM that makes HW encryption keys. It's probably a license dongle for a software app. If you don't know the device's origin, or the software app, you're not going to figure it out. They're special purpose devices.

Hmm... That makes sense. Could be related to my laser cutter or 3D printer.
