As I've explained many times, I'm a hobbyist and experimenter, when it comes to various OS's, of the Windows variety.
I have only a limited number of PC's to play with, and most are ten years old, or more.

Recently I've acquired a copy of Windows 11/Pro/64, 24H2 and installed it onto an SSD on one of my older PC's. It installed just fine, without ever a whimper. But then when I tried to reboot that PC, nothing happened. I got no error messages, no sparks or smoke, it just did not boot.

I pulled that SSD out and installed it into one of my newer PC's and it booted up just fine, and ran just fine.

So, I'm just wondering, what 24H2 could be looking for during the boot up process that it's not finding in the older PC's.?

On the PC's that can't or won't run 24H2, they run 23H2 just fine, as well as all earlier versions of Windows 11.

So, it's a big mystery. Any ideas?

Where did the copy of Windows 24h2 come from? I am always weary of anything from outside of Microsoft.
24H2 belongs to an Insider build, you knew that though right?

What CPU does it have? 24H2 requires a CPU that has the SSE4.2 instruction set. It cannot boot on a CPU that doesn't have it.

Check your CPU with CPU-Z.

    UPDATE - 11 April 2026: due to lid hinges starting to break up this laptop has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    Info for 2021-2026:
    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

I'm kinda curious if it is indeed an older CPU that is the issue. What I question however is if you're able to install it wouldn't it make sense that it should boot up? During a clean install of Win11 I think the installer will reboot the system like 3 times during the installation process. I would think that "IF" the CPU was the issue wouldn't it fail to reboot during the installation reboots?

Starting with 24H2 build 26080 SSE4a on its own is no longer sufficient, it now has to have SSE4.2.

Windows 11 24H2 has received yet another hardware requirement for users with modded Windows 11 installs to watch out for. Bob Pony on X (Twitter) discovered that the SSE 4.2 instruction set is now required to run Windows 11 24H2, starting with build 26080. If the instruction is lacking, the OS won't boot.

The article I linked says this, near the bottom...

Attempting to boot Build 26080+ on systems without the SSE4.2 instruction present will trigger an automatic reboot once it reaches the boot screen phase."

Build numbers 26080+ are 24H2 builds.


It's not really a big deal though. Computers will run fine on 23H2. :-)

During a clean install of Win11 I think the installer will reboot the system like 3 times during the installation process. I would think that "IF" the CPU was the issue wouldn't it fail to reboot during the installation reboots?

Well, I sort of thought that too, but, the ISO I used does not reboot two or three times. Only once at the end of the install, and that's where the failure comes in.

The answer about the SSE4.2 Instruction is RIGHT ON! Thank you. 24H2 will run just fine here and on my sister system, but not on an older laptop.

With my somewhat limited computer OS engineering knowledge I sort of thought that the answer would be a simple one, and sure enough it is.

So it comes down to some code inside the CPU itself and not something external to it. And changing that code is not within my expertise.
 
To answer a previous question from a trusted member, "NO, I did not get the ISO from MS." They add too much BS to the OS for my taste.

And I'm fairly certain, that with this little fault in the 24H2 OS becoming public knowledge, the problem will be fixed.

If not, that's still OK, because I have two Main PC's, with AMD cpu's that will run 24H2 just fine. And, one HP Laptop, that is already running 24H2. It's really no big deal if my older PC's will not.

PS: I just ran CPU-Z on all my PC's and found all those that do NOT have the SSE4.2 Instruction set. However, they are all running earlier versions of Windows 11.

I'm not. This only affects some older unsupported CPUs. All supported devices will have SSE4.2 anyway, so MS have no reason to 'fix' this.

    UPDATE - 11 April 2026: due to lid hinges starting to break up this laptop has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    Info for 2021-2026:
    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

Burn that iso to USB using Rufus and remove requirements. See if it boots after installing via that USB.

I don't and I won't.
And the ONLY intelligent way to put an ISO on a Flash Drive is with Rufus, and I always let Rufus do it's best. It's never failed me!
I've installed Windows 11/Pro/64 over fifty times already, so I'm pretty good at it, and I've never had a problem, till trying to install 24H2 on a 16 year old laptop. That laptop does run Windows 11/Pro/64, 23H2 just fine.
I not only install Windows 11, but I like to tweak it and tune it for Maximum Performance, and to make it as user friendly as possible

When I get a line on some new OS, regardless of where it came from, I like to try it out on as many different PC's as I can.
* I have PC's as much as 16 years old, all running some version of Windows 11.

So if someone writes me and says "can I do this......?" I like to be able to give them the best answer. And I have people from all over the world, asking me questions every day.

Yeah this isn't something that can be fixed by someone outside of microsoft. And I don't see a reason for it to be fixed. Older pc's should be recycled.

There is also a 24H2 V2 in the works, and hopefully it will address the problem.

Of course, one pays the munny (or not) and takes their chances but is it really so different than jumping on the band wagon of the advertised latest greatest? I just finished giving a completely refurbished Acer to a young lad, disadvantaged in some ways, struggling with autism, single parent family etc. It will never run 24H2 but it still runs an i5 quad core and an AMD 5450 graphics card and that's good enough for his purposes. Just watching his face light up when he 'test drove' the thing was payment enough for me. (Plus it kept another PC out of the dumpster.)

If I have to start using rogue operating systems to keep doing this so be it. Not enough is being done about e-waste IMO and for me this is a great way around the problem. That old Acer probably has at least another 5 years use left in it and it will be put to good use as that lad is also keen on coding. His mom is happy because her printer works again and life goes on.
