Turn off the WiFi router.
Wait 2 minutes
Turn it back on
Wait about 2-5 minutes and try to reconnect to it.

Another option is to connect to the router using a cable for now. At least so you get the computer setup and activated...then you can start diagnosing the WiFi issue. But you can't do diagnostics easily while you're in Windows final setup stage.

But do check as some Notebooks will have different settings such as Fn + another F key. The 2-year-old Notebook I'm on now doesn't have such a thing but does have 2 F keys [F5 and F9] with no additional marking so no hardware switch.

Not all notebooks have have the keys or a separate hardware switch to turn the WiFi on or off. On the Dell XPS 15 9570, it's Fn+Print Screen.

May I suggest downloading Ubuntu on a USB stick and 'trying' it instead of installing. If wifi works, you know it's a Windows problem, not a hardware problem.
