My System Two has a 1st gen Intel Core i5-520M that's from 2010, that was one of the first Intel CPUs to have SSE4.2....

My System Two boots to 23H2 in Legacy mode, but it can dual boot 24H2 as a native boot .vhdx, so that's another possible way to run 24H2 on a Legacy BIOS machine.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

I cloned a Win10 drive in a 2014 Notebook with older CPU and No TPM then installed Win11 using one of the 'tweaks', it worked and I didn't see any issue with the programs themselves.

TPM 2.0 is an additional security measure that strengthens security. Without it you rely on Windows Defender (or other third-party antivirus) and on Common Sense. The latter means you don't click everything you see on screen without reading it just to get rid of a pop-up window. That's exactly what hackers count on, that most will just click OK without reading giving them permission to install their backdoor or whatever else. As far as I know no software demands TPM 2.0 in order to function but they can use it if enabled.

If you're using Windows 11, Windows Hello face and fingerprint recognition require TPM 2.0, as does BitLocker and Secure Boot. That's where the keys are stored.

Valorant doesn't need TPM support. The real reason is Riot Games wants to stop "cheat apps" by having Windows run Secure Boot.

Both cheat apps and Valorant's anti-cheat tools run as kernel-level drivers, which can inspect what other processes are doing. When Secure Boot is enabled, Windows security protections will block the cheat apps since they can't pass the same driver verification. Since Windows is acting as the "enforcer", game publishers don't have to worry about players running cheat apps.

I think these also work without TPM 2.0, I may be wrong though.

Then you are not the person that he could tell us what will happened if someone try to install win11 24h2 to an old pc with a cpu without sse4.2.

When this build official released i believe it is 2023-10-31 will see what will happened and if we can install it to old cpu without sse4.2.

...no, but I am. I tried it back in February, shortly after MS first introduced this new requirement (build 26052.1000).

....what I have tried (and failed at) is native booting a .vhdx of 24H2 Canary on one of these CPUs, copied from my Dell 3190, a supported device that runs it successfully. It won't boot - just gets as far as the Windows logo before it fails and reboots, doesn't even get as far as the spinning circle.

....to be sure the .vhdx was not at fault, here it is, running on a really old Pentium B950 from Q2 '11, but that does have SSE4.2/PopCnt....

Nothing has changed since then, 24H2 is still incapable of booting without SSE4.2.

It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    My SYSTEM FIVE is a Dell Latitude 3190 2-in-1, Pentium Silver N5030, 8GB RAM, 1TB NVMe ssd, supported device running Windows 11 Pro, plus Insider Beta, Dev, and Canary builds (and a few others) as a native boot .vhdx.

    My SYSTEM SIX is a Dell Latitude 5550, Core Ultra 7 165H, 64GB RAM, 1TB NVMe SSD, supported device, Windows 11 Pro 24H2, Hyper-V host machine. Updated to 25H2 on 30th September 2025.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine.
there seems to be away of emulating SSE4.2 via QEMU which seems to be able to install 24H2 on non compliant systems.
at the moment there is not a lot of detail about but i have no doubt that will change shortly.

MS say that Windows Hello can be made to work without TPM but it isn't recommended as it isn't as secure.

The real test will be on a CPU without SSE4.2, such as the Intel Core 2 Duo of my test laptop (see 1st system specs). I will clone the current 23H2 installation on a spare SSD and then try to upgrade. If upgrading is not possible l, I will try to clean install 24H2. I will report any results and how I did it, if I succeed.

PS: In theory it is possible to install 24H2 on an unsupported CPU with Dism or using a hybrid 23H2/24H2 USB flash drive. The challenge is to boot into 24H2 and actually use it on an unsupported CPU.

Not unless they know how to defeat MS code signing. If you disable kernel protections for boot files, you can boot any modified files at the cost of having no malware protection.
But hey... it's worth it?

Well we'll see. I know of a iso that has defender removed (and other things) and it's more snappy
