I suppose the naming conventions are akin to the 0'th law of thermodynamics. - More basic than the 1st law but they forget to encapsulate it before framing the laws. So they had to add it in afterwards -- hence Zero'th law. !! Probably will be the same with this "Momentum" stuff.
