Windows features does not persist after reboot

I'm running Windows 11 24H2 Pro with Administrator account and every time I select the following from Windows Programs and Features the settings are Unchecked after a full restart of my laptop despite Virtualization settings are enabled in the BIOS.

Hyper V
WSL
VM Platform

These are automatically Unchecked after a restart and also noticed that during the restart, it doesn't even show the Configuring or Updating Windows Do not Shutdown your PC message in which I think it would because I've had done this using my other laptop which ran Windows 10.

I have no Group Policy settings which would interfere with these features.

I believe you need to enable Virtualization in the BIOS, before trying to turn those things ON.

Any suggestions?
This is very strange.

Virtualization is turned on from the BIOS but when the Virtualization features are selected from the Programs and Features those features are Unselected after a restart.

Try disabling Virtualization in BIOS
Then after some restart re enable it again

Did it, no success.

The strange thing is that on my other laptop I had which was running Windows 10 when I selected those features mentioned in the Programs Features, during the restart process it said Configuring Windows Updates, but I don't even get that as well. Then the features get unselected after the restart.

Should I just reinstall Windows as a last resort?

A clean install is really the last resort, but there are several things you could try first.

In a command prompt (Admin) run the commands:
dism /online /cleanup-image /RestoreHealth
sfc /scannow

If that doesn't help, then an in-place repair upgrade will reinstall Windows while keeping all you user files and installed apps.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2.
