I have noticed that simply playing a song in Windows Media Player uses a notable amount of CPU usage on an i7-7700K. Is this normal...for a task so simple? Any settings to reduce CPU usage? It ranges from 10 - 20% according to Task Manager.

When one considers that doing anything on a computer requires some CPU usage the 10% to 20% is not bad. When working with multiple programs open at the same time, video editing and large databases there will be greater usage, same for RAM and the Virtual Memory.

Id say it was still a tad on the higher side, i have games that use less. Personally dont use it, I'd try another program to see if its similar
