Windows Setup...again?

On logging in this morning I get a notice that Windows wants to Setup my computer. It did not at all look like it was optional. I'm used to updates; the notice seemed more adamant. What, if anything about it, is mandatory? Optional?

If you don't use there services like a MS account, Onedrive etc I've noticed periodically they have a "Setup" looking screen at logon pestering you to setup these features.

Go into Settings > System > Notifications and look for 'Additional Settings' and one with "Show windows experience... on update" and uncheck that

I'm not sure about it, but I seem to see it at intervals on a laptop with 11 Home. My desktop machines with Pro don't seem to get it.

Does MS think that Home users are bigger suckers than those with Pro? ;-)
