It turned out that I didn't have winre on my system (no I don't know why). So I pulled a copy from folder "1" of the install.wim on Win11_25H2_EnglishInternational_x64_v2.iso and recreated the recovery partition.
I'm running Windows 11 Pro amd64
Winver says Version 25H2 (OS Build 26200.8875), and DISM says:
Is that all as it should be?
