It's a simple Engineering solution -- whatever moves the largest volume of cool air over the target area you wish to cool. Nothing even remotely technical required -- just simple application of one of the Laws of Thermodynamics. Of course ensure in your computer case the fan isn't simply blowing heated air round and round.

The other part obviously is to ensure all heat sinks etc are properly connected so that heat transfer from the CPU to the heatsink where the fan can pass cool aiir to the heatsink is important too.

Again the Laws of physics dictate that as you have more and more "atoms" crammed into smaller spaces then the heat generated by current will increase -- and some modern equipment can get extremely hot if adequate cooling is not provided for.
