Elevated Command non-functioning


zbook: The script just up and stopped with the window disappearing from view. I have no idea what happened but it crashed without explaining anything unless you can direct me to some performance log which tracks this batchfiles progress.

My win 11 Pro (Version 25H2 os build 26200.7628) will not properly elevate rights (ex: run as administrator), Windows will NOT display a UAC prompt for the standard user to enter the password of an administrator account for approval and confirmation before allowing the action. If signed in as Administrator by default, the built-in Administrator account will not be prompted by UAC and assigns a lower level prompt without Admin rights.
In a similar manner PowerShell will not elevate to admin privileges. The only way to get a command prompt is to do a Cntrl + Alt + Del to bring up the Task Manager and click on Run New Task then type in the command needed and click the box ‘Create this task with admin privileges.
Here are the issues that have been noted for years about PC 9-5900. Access to windows privileges seemed lacking. Recent evaluations have revealed that the Windows Operating System appears to be incorrectly installed or otherwise corrupted beyond MS tools available to the end user.
This PC was built approximately Jun 2020 with Windows 10 installed (Best Buy Microsoft Windows 10 purchase 6/12/2020)
It was upgraded to Windows 11 during the grace period as Microsoft moved to a newer OS (win 11) so it became Home version Windows 11 shortly after the win 10 installation.
The PC was upgraded to Windows 11 PRO on or about 5/18/2024 with a purchase from the Microsoft Store for $107.17 in hopes this would reconcile issues with the PC. (It did not)
While the Best Buy purchase was retail the Windows 11 Pro upgrade was with the Microsoft store. The (personal email account info) account is where the resident bill of sale is located for the Pro upgrade. I have license keys for both the original software Windows 10 and Windows 11 Pro upgrade. NO hardware changes have occurred since building the machine in 2020. (SAME motherboard and SSD drive)
Review of membership of accounts reveal that rhstu account supposedly has Administrator rights (it is listed as administrator) but again will not enter into a command prompt with administrative rights. Also (wife’s Personal email account) is also on the PC with Admin privileges however it too does not respond with admin rights.
The symptoms include no Administrator Command Prompt. In fact, when requesting the Administrator privileges to elevate the UAC (User Account Control) does not even report an error or a message such as ‘access denied’. Furthermore, access to PowerShell and other administrative rights are also affected.
Incidentally the UAC under Settings is set to the second bar down (not extreme max top bar).
Admin Privileges can be attained ONLY by going to the Task Manager and creating a NEW TASK with Administrative privileges. Which was attempted without success to make changes or fix code.
The following attempts to remedy the situation have been unsuccessfully tried and failed.
Sfc /scannow
Dism /online /cleanup-image /restorehealth
The LOG file for the DISM command shows errors early on it the log (Don’t know what they mean)
Attempts to alter via RegEdit the HKEY_Local_Machine Windows\system32\config\SAM\domain\accounts\users\0000001F4 fails to set the value to 11 to 10 (access denied)
Attempting to create a new admin user fails from the elevated command prompt also.
Mounted ISO Win 11 USB from Microsoft and attempted reinstall of the OS from the MS Site. This too failed to remedy the situation.
NOTE: I’m self-taught on Microsoft Windows and do NOT profess high levels of intimate knowledge therefore my observations noted previously may be flawed.

Please repost with more information, including the method or methods you are using to find or confirm the elevation status of your applications, other than the absence of a UAC prompt.

Well, I am using observation and logic only. I do not know where to seek logs or other information. When I seek a command prompt elevated it does NOT go to \Windows\System32 it remains at my user account level and doesn't even prompt me through the UAC to ask if it's OK to go to an elevated command. Again the only way I get to a true elevated command is via the Task Manager and starting a new command with elevated rights. If you have a means to look at some logs to do an experiment on UAC access please let me know. Thanks for your input.

Task Manager has an elevated column, but it is not visible by default. Click "Details" in the left window, then right-click on one of the visible columns at the top, click "Select columns", scroll down and click "Elevated", then click "OK".

Ben: Thank you for this tip on viewing the elevated column in the task manager. I have attached a screen grab of my offending PC with a Command Prompt which was NOT elevated and showed no UAC message it just ignored the attempt to elevate the command. So, I started it as a user (rhstu) command prompt and grabed this view. I noted that there are Not Allowed and Disabled messages in the UAC virtualization column. Would this be the evidence you are seeking of the symptom and problem here?

Actually, I just wanted to make sure the applications weren't somehow elevating themselves without a prompt. Start regedit, expand and highlight "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System" and make sure that the right window shows "ConsentPromptBehaviorUser" is set to 3 and "EnableLUA" is set to 1.

1 I still think it worth gathering additional information by logging into the Built-in Admin and doing that Dism test - see my post #11 This has nothing to do wit the Task mgr trick, it is intended to reveal whether or not the Built-in Admin is working correctly in a normal cmd prompt window.

then

2 If it passes [i.e. the Built-in Admin is elevated] then use it to create a new Admin user account and give that the Dism test in an elevated cmd prompt window. If the new user account also passes then it means all you need to do is create new user accounts to get back to normal.
Option 1 Step 10 shows the Change account type button​

then, if necessary,

3.1 Mount the ISO and use that Task mgr trick to run the Repair install [using the forum tutorial for guidance] - see my post #17 - remember that it does not fix user accounts themselves but it does fix Windows components.
3.2 Test elevation again on the existing accounts and on a new account [as in paras 1, 2 above]

then, if necessary,

4 If normal behaviour has not been restored, you'll have to do a Clean install.
4.1 In preparation for that, backup your own files to an external disk and check you've backed up product keys & installation files for any applications you've bought.
4.2 Also in preparation, use the Task mgr Admin trick to backup your hardware drivers. This will save you effort & aggravation afterwards.

You were logged in to the Built-in Admin?
and you opened that Admin cmd prompt without using the Task mgr trick?
If so, there is nothing evidently wrong with your Built-in Admin account so you should try my para 2 - making & testing a new user account.

I suggested you use the forum tutorial for the Repair install. I know nothing about the guidance you have actually used.
Forum tutorials are highly reliable and they benefit from continual review & improvement.
