I've seen it in both back when 22H2 was still around. It's a good idea to check, anyway.

It snuck back in through an update, of course. More than likely when going from 22H2 to 22H3 to 22H4.

An enablement package wouldn’t reinstall it, but a full upgrade could. A repair reinstall or in-place upgrade could have too.
