The one with latest date from "Last Updated" column.
There are 3 in total, try each one of them, it's safe to skip windows 7 and 8.1 drivers.

My mistake I did try that, it is what downloaded the .cab file in the beginning of this thread

If you tried ALL 3 of them labeled with "8/31/2016" then this part is done.
Note that if you try to install one and if it says you already have the latest driver then it's needed to uninstall existing one to be able to install another one.

OK, there are 3 of them from 2016, each with different cab file name so they're not entirely same.

I'm not running out of suggestions, but I suspect your BT adapter is not supported on Windows 11.
But also I think there must be solution because MSI site offers driver for Windows 11.

Check that BT services are running when you install driver (start them manually and set to automatic startup)
and you also might need to reboot system after reinstalling driver.
Since you're installing a cab file from device manager this means services might not be automatically started like with driver installer.
