You can install Windows 10 on it.

In addition, if it has Windows 11 activated on it, it has a digital license for Windows 10 and 11 stored on Microsoft activation servers.

And as I said before I can’t get settings or anything else to open so I can’t get connected to the internet
Do you have a friend nearby who could do a clean install of either Windows 10 or 11 on it for you?

If the seller can't or won't help, let us know. We will try our best to help you do a clean install. Do you know if your computer meets the Windows 11 requirements? If not, it might be best for you to install Windows 10.

I have the activation key sticker on the computer

What is on the sticker (wording)? Can you take a photo and paste it in your response?

Do you have access to a computer where you can download a copy of the Windows 10/11 installation ISO? (Note I don't think it has anything to do with 11 ... or 10 for that matter. I think it's just a botched/borked/bodgied installation of 11 that isn't going to ever work)

Do you know how to create a boot USB. Do you know how to boot into a USB stick?

We will help you get it fixed. It may be a steep learning curve for you, but it will be an invaluable one for the future.

It’s a refurbished computer
All of the laptops I have bought in the past several years including my wife's have been refurbs from Micro Center. They come with a factory warranty plus I buy the extended warranty to go with them. As a bonus, they are less than an hour away from me if I need to take them back. The only time I had to use a warranty was on the laptop My wife and I bought for her sister. We bought the warranty against physical damage. Her granddaughter dropped it and broke the hinges. It couldn't be repaired so they gave us back cost of the laptop that we used to buy a newer laptop.

I'm thinking the same thing. Until @martin091260 finds out what the seller is going to do, I wouldn't do any clean installs. If it were possible an in-place repair install would be the way to go. Nothing would be lost, and the computer would be just about the same way it was shipped. The seller couldn't say that you installed your own Windows version so I'm not going to honer the warranty.

Being a refurbished DELL system it may not have a Recovery Partition but you could check, it just mite. Here's how you would perform a reset of the DELL system.
You are right, if its factory refurbished, there should be a recovery partition. The one problem that I see is that once Windows is loaded, nothing runs. Unless the factory restore can be done outside of Windows, I don't think it's an option.

If I remember right You hold the shift key and restart the system, Select Trouble Shooting, and then DELL Recovery.

Doing a clean install of Windows in no, way, shape or form voids a computer warranty. That is total nonsense. Think about it. Make any change to the OS would then void the warranty such as installing the first program you wanted.

Ok, a seller on eBay may be a reputable seller. If they aren't, what's stopping them from using any excuse to not to support the products they sold?
I'll play. Seller says 30 day return/exchange for hardware defects only. Buyer receives computer and touchpad does not work, and returns computer to seller. Seller responds, "Sorry but you dropped the laptop and that's why the touchpad broke, no refund." Buyer says, "I did not drop it." Seller says, "Yes you did, there is a ding on the corner where we can tell you dropped it." Buyer says, "There was no ding on it when I sent it back!" Buyer says, "Well there was when we received it and it is evidence you dropped it. No refund."

Now what?

There are other avenues to obtain a refund including eBay themselves, and the credit card company or paypal if either was used. What is eBay, the credit card company or paypal going to say in the above scenario, especially if the seller sends them a photo of the laptop with a ding on it that the seller inflicted themselves in order to avoid the refund?

Now scenario #2. Buyer receives laptop and the touchpad does not work. They troubleshoot by doing a clean install of Windows. No luck. They try Linux, no luck. They reinstall Windows and return the laptop with the no worky touchpad. The seller says, you reinstalled Windows, now the touchpad does not work and it is your fault for reinstalling Windows. Buyer says, "I only reinstalled Windows because the touchpad did not work and I wanted to verify there was not something wrong with the software." Seller says, "Too bad, you reinstalled Windows and broke the touchpad so no refund."

Now the buyer takes the case to ebay, paypal, or the credit card company. What do think they are going to say in this scenario?

Plus, if the seller says that any software change will void the warranty, then just logging on with a new account would create a change in software. Or, heaven forbid, accepting one of the "evil" updates from Microsoft that users like to blame for breaking their computers.

Finally, the absolute first thing that any purchaser of a used computer SHOULD do it to REINSTALL the OS from a known good source because they have no idea what malware might be in the software loaded by the seller of a used computer. That is common sense.

How many buyers do you think want to go through all of that. My guess is way less than 20%. I feel that we are both right except I feel that only a small number of people are going to go through all of that trouble. I'm staying with my thoughts that if the seller wants to be hard arse, the buyer is going to find it isn't going to be easy to get a refund or a replacement.

How many buyers do you think want to go through all of that. My guess is way less than 20%. It is a whole lot of less hassle to do a clean install of Windows 10/11 then it is to send the computer back. Takes 10 minutes tops on most computers and you don't have to box the computer up, print out a return label, and take the box to a shipping store. Plus, as I stated, only a fool would not do their own clean install of Windows anyway on a used computer purchased over ebay, or a pawn shop, or a thrift store, or craigslist, or facebook unless they personally knew or trusted the seller. But that's just me.

only a fool would not do their own clean install of Windows anyway on a used computer purchased over ebay, or a pawn shop, or a thrift store, or craigslist, or facebook unless they personally knew or trusted the seller. But that's just me.
It's me too.

All my PCs were purchased from a pawn shop chain. The first thing I do on receipt is make a system image so I can restore it to 'as received' condition should I need to return it. Then it gets a clean install.....

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.
