It boots to a black screen, no desktop.

I'm looking at a computer that only gives a black screen. Task manager starts and I can run other app that start from a DOS prompt but that's all I can do. I put a install USB in and tried running setup. I got a couple different failure messages so far.
"PC must support TPM 2.0" So I enabled secure boot in BIOS then I get "This PC dosen't currently meet Windows 11 system requirements." To be clear, this PC has been running Windows 11 for over a year!

Any Ideas?

use task manager to open regedit. check

check StringValue "Shell" and make sure its contents is set to "Explorer.exe"
