Highlights

Note: Below is a summary of the key issues that this update addresses when you install this KB. If there are new features, it lists them as well. The bold text within the brackets indicates the item or area of the change we are documenting.

Gradual rollout

These might not be available to all users because they will roll out gradually.
  • [Emoji] New! This update adds support for Emoji 15.1. Windows supports Unicode symbol-like shapes for family groupings. But Windows will keep using people for them. Also, you can choose the right or left facing direction for some people emoji. The new emoji are:
    • Horizontal and vertical head shake
    • Phoenix
    • Lime
    • Brown mushroom
    • Broken chain
  • [Start menu]
    • New! The new account manager is on the Start menu. When you use a Microsoft account to sign in to Windows, you will get a glance at your account benefits. This feature also makes it easy to manage your account settings.

    • New! You can drag apps from the pinned section of the menu and pin them to the taskbar.

  • [Windows Backup] New! Windows will now back up many of your sound settings (this includes your sound scheme). This only occurs if you turn on Remember my preferences and select the checkboxes for Personalization and Other Windows settings. To find these, go to Settings > Accounts > Windows backup. Then, you can use the Windows Backup app to restore those settings on a new device.

  • [Lock screen] New! Sports, traffic, and finance content will appear along with weather. To turn on this feature, go to Settings > Personalization > Lockscreen.

  • [File Explorer] New! You can now use your mouse to drag files between breadcrumbs in the File Explorer address bar. A breadcrumb shows the path to your current file location in the address bar. For example, there are three breadcrumbs in the path This PC > Windows (C:) > Program Files.
  • [Settings]

    • New! This update adds a page to Settings > Accounts called Linked devices. On it, you can manage your PCs and Xbox consoles. This page only shows on Home and Pro editions when you sign in to Windows using your Microsoft account (MSA).

    • New! This update puts the “Add now” button in Settings > Accounts. When you select it, you can add a recovery email address if you have not added one for your Microsoft account yet. The button only shows if you sign in to your Microsoft account.
    • New! This update adds a new Game Pass recommendation card on the Settings home page. This home page shows on Home and Pro editions when you sign in to Windows using your Microsoft account. The card appears if you actively play games on your PC.
    • New! This update includes updated visuals for the “Rename your PC” and “Change date and time” dialogs to match the Windows 11 visuals.
  • [Windows share]
    • New! This update adds a feature that stops you from accidentally closing the Windows share window. Clicking outside of the window will no longer close it. To close it, select the close button at the upper-right corner.
    • New! You can now create quick response (QR) codes for webpage URLs and cloud files from the Windows share window. Select the share button in the Microsoft Edge toolbar and choose “Windows share options.” Then, you can share the URLs and files across your devices.

    • New! You can now send email to yourself from the Windows share window. You will receive the email at the email address that is in your Microsoft account.

    • New! You can directly share to specific Microsoft Teams channels and group chats in the Windows share window. To do so, you must sign in using a Microsoft Entra ID.
    • New! You can now copy files from the Windows Share window. Just click the new Copy button.

  • [Task Manager]
    • This update changes the units for DDR speed from MHz to MT/s.

    • Task Manager releases process handles more quickly when it stops a process.
    • This update makes Task Manager more reliable.
    • This update affects the sort order of processes in Task Manager. Performance is better when you change the order.
    • This update makes Task Manager more accessible by improving:
      • Keyboard focus
      • Tab key navigation
      • Text scaling
      • The readout of item names by screen readers
      • High contrast heatmaps and more.
    • This update makes resizing the Task Manager window easier when you grab the top of its window.
    • Ejecting USB devices using the Safely Remove Hardware option fails. This occurs when Task Manager is open.

Normal rollout

  • [Widgets] New! The Widgets icons on the taskbar are no longer pixelated or fuzzy. This update also gives you a larger set of animated icons.

Improvements

This non-security update includes quality improvements. Below is a summary of the key issues that this update addresses when you install this KB. If there are new features, it lists them as well. The bold text within the brackets indicates the item or area of the change we are documenting.
  • [PC Manager]New! This update adds PC Manager to devices in China.

  • [Share button] On USB controllers, the button might not work with Game Bar.
  • [Azure Virtual Desktop] New! You can now use OneDrive as a RemoteApp in Azure Virtual Desktop.
  • [Virtual Filtering Platform (VFP)] New! In Windows nodes, VFP has more support for packet drop collection. This will make it easier to troubleshoot issues.
  • [Windows Server vNext] In the latest build, the cache size display behavior is not what you expect.
  • [Group Policy Preferences Item Level Targeting (ILT) and Local Users and Groups] You cannot choose a group from the target domain for ILT. Also, you cannot choose an account from Local Users and Groups. The forest does not appear. This issue occurs when you deploy multiple forests, and the target domain has a one-way trust with the domain of the admin. This issue affects Enhanced Security Admin Environment (ESAE), Hardened Forests (HF), or Privileged Access Management (PAM) deployments.
  • [Windows Kernel Vulnerable Driver Blocklist file (DriverSiPolicy.p7b)] This update adds to the list of drivers that are at risk for Bring Your Own Vulnerable Driver (BYOVD) attacks.
  • [Local Security Authority Subsystem Service (LSASS)] It fails at times when you set Field Engineering logging to 5.
  • [NetAdapterCx module] Devices that use certain WLAN cards stop responding.
If you installed earlier updates, only the new updates contained in this package will be downloaded and installed on your device.

Windows 11 servicing stack update (KB5040710) - 26100.1298

This update makes quality improvements to the servicing stack, which is the component that installs Windows updates. Servicing stack updates (SSU) ensure that you have a robust and reliable servicing stack so that your devices can receive and install Microsoft updates.

Known issues in this update

Microsoft is not currently aware of any issues with this update.

How to get this update

Before you install this update

Microsoft combines the latest servicing stack update (SSU) for your operating system with the latest cumulative update (LCU). For general information about SSUs, see Servicing stack updates and Servicing Stack Updates (SSU): Frequently Asked Questions.

Install this update

To install this update, use one of the following Windows and Microsoft release channels.

AvailableNext Step
Yes (Windows Update)Go to Settings > Update & Security > Windows Update. In the Optional updates available area, you will find the link to download and install the update.

Yes (MSU)To get the standalone package for this update, go to the Microsoft Update Catalog website.

If you want to remove the LCU

To remove the LCU after installing the combined SSU and LCU package, use the DISM/Remove-Package command line option with the LCU package name as the argument. You can find the package name by using this command: DISM /online /get-packages.

Running Windows Update Standalone Installer (wusa.exe) with the /uninstall switch on the combined package will not work because the combined package contains the SSU. You cannot remove the SSU from the system after installation.

File information

For a list of the files that are provided in this update, download the file information for cumulative update 5040529.

For a list of the files that are provided in the servicing stack update, download the file information for the SSU (KB5040710) - version 26100.1298.

It wasn't in WU for me, the .msu download said not compatible with my version of Windows 11.
I then tried UUP Dump and during the download process, it was downloading tons of MS Store apps, which I had spent a lot of time UN-installing...

So I just canceled that. :/

I guess I'll wait till... October-ish.
Unless @Brink comes up with an Enablement Package. :D
There's an MSU at

If you don't read German, the translate feature in Edge or Chrome is effective. (Not that you need to read the page to spot the file.)

Sorry to hear that!
I created a ISO from UUPDump without any issues. Perhaps, you should try again.
I could share mine with you but it's 5.95GB file, I guess we would need to do it outside forum.
Please let me know your thoughts?

It's linked in the MS Update catalog in the OP.
When I tried running the MSU, it said not compatible with my version of Windows.

I didn't notice that, but it's also in his "My Computer". (Reminds me that I need to update mine.)

I wonder whether the MSU is intended to upgrade 23H2 to 24H2?

Maybe it's just suitable for updating a 24H2 build. He may need to do a full upgrade, using a 24H2 ISO.

Sorry to hear that!
I created a ISO from UUPDump without any issues. Perhaps, you should try again.
I could share mine with you but it's 5.95GB file, I guess we would need to do it outside forum.
Please let me know your thoughts?
I made the ISO too; it is just a slow process. 😜

Not sure why but these updates always pop up when I am leaving for work and I shut my PC down.

Anyway, I chose "Update and shutdown", as I always do when I have limited time, and as with the last update my PC installed the update to around 70%, restarted, completed the rest to 100% then stayed on the Home / Log in screen rather than actually, you know, shutdown. So I went to the Power icon but the only option was "Update and shutdown" again so I selected that, my PC restarted, started to load into Windows then finally shutdown!

Not sure why this process has changed with recent updates but it never used to do this before. Selecting "Update and shutdown" would always install to 100% then shutdown. It never required me to have to select "Update and shutdown" a second time post-install.

(P.S. I posted this in the 26100.1297 cumulative update thread as well, by accident, but the same thing happened with that one too so it is still relevant.)

Same problem with Lock screen as in 26100.1297. Weather is selected but it is still not showing in the lock screen. 🤷‍♂️
View attachment 102684
It should work given that it is enabled in the ImageDefault. 🤐🤷‍♂️
It should actually be "Weather and more" based on these features. 🤐🤷‍♂️

Edit:

On this machine I ran the command below and rebooted, that fixed the problem.
DISM /ONLINE /CLEANUP-IMAGE /RESTOREHEALTH
1st time it got stuck at 62.3%, then I rebooted, and it showed updates are underway like W.U. was fixing something.
Ran the command again after reboot completed and it was successful. 🤷‍♂️

Same happened on 2 machines.

I now get "Weather and more" option in Lock screen status settings and it works as expected.
Not sure what was fixed, and I don't know how to interpret the DISM and CBS log.
Anyway, looks like it managed to fix whatever was corrupted. 👍🤷‍♂️

Were you able to clean the old winsxs from previous updates or are you still unable to clean them and win11 is taking up more and more space because of this?
@Brink Can you tell me that?

I feel the pain... On one of my machine it takes 20~25 minutes to complete!
That is quite fast, are you creating the ISO on an SSD or on an HDD?

If all these 3 feature IDs are enabled as showing below you should get the "Weather and more" option. 🤷‍♂️
I now see the "Weather and more" option on all builds. R.P., Beta, Dev, Canary and public build. 23H2 and 24H2.
Looks like all 3 are now enabled in the ImageDefault also for 26100.1301.
